Commissioner Averill Sends Out a Let-
ter to Health Officers.
Human O. Averill, comimssioncr on
domestic animals, is sending out to
boards of health, officers and agents of
the Connecticut Humane Society, vot-
erinary surgeons and others a circu-
lar letter relating to the prevention of
the spreading of glanders and farcy.
In this the commissioner tells how
glandcrs may be transmitted directly
from one animal to aliolhcr or it may
be transmitted indirectly by infected
mangcrs, stalls, feed, stable utensils.

suggestions as to disinfection:

ial of all animals showing clinical

missioner on domestic animals every
suspected case of glanilcrs that may
come to their knowledge, and every
person who so reports in good failh
may do so with a full assurranrn that
the source of the information will not
be. made public by this office.
it is not. the intention of the com-
missioner to Innuguratc any radical
measures for the suppression of glan-
ders or to resort to any unnecessary
rigid or arbitrary quarantine of expos-
cd animals. but rather to pursue as
conservative a policy as the serious-
ness of the melody and the spirit of
the law will Justify.

the purchase of Bibles of various lan-

Biblical literature; and in trust to in-
vest the other half of said sum. and
to apply the net income thereof in the
purchase of additional volumes of Bi-
bles and works directly upon Bib-
lical literature. This gift is made up-
on the expross condition that the
said corporation of Yale University
shall agree that it will. for all time,
care for and keep in repair the books
of said memorial out of funds other
than those provided for herein."
Dr. Holmes was a graduate of the
class of '72. He died last week. It
is not believed that Yale will receive
any part of the bequest willed her.

SIPPERLY FIRE IN WESTPORT.
Some Estimates Place the Loss at
$35,000 on Building and Furnish-
logs.
The home of Elbert N. Sippcrly, in
Westport. was a large affair and one
of the most pretentious residences lo-
cated about 1 1-2 miles out from the
center of the village.
The cause of the fire was a defec-
tive chimney fine. Yesterday morning
a domestic lighted a large number of
papers in a fire place to take the chill
from one of the rooms It is thought
that the names shooting up the chimv
may at this time set fire it) the soot.
for at 11:30 this fire was discovered
on the second floor of the building. and
burned so rapidly that the members
of the house hold were obliged to fleet
Neighbors and the Westport tire dc-
partment came to the scene'shortly.
but the fire had gained such headway
that in a few minutes the entire upper
part of the building was in flames. and
there was no hope of saving the struc-
ture.
The dromcn and citizens set to work
at once removing the furniture from
the ground floor.
By 1:30 o‘clock all that remained of
the residence was a heap of smoking
dcbric. Huskies the furniture on the
upper floors the family loses all of its
wearing apparel, as well as heirlooms
that can not be replaced.
The loss by some is estimated at. $36,-
000. Mr. Sippcrly is one of the
wealthiest men in this section and his
place was one of the finest in this part
of the state. lie had traveled exten-
sively with his wife and their home
was filled with rare and costly souve-
nirs of their travels as well as fine
furnturc and rare tapestries and bric-
a-brac.
Ncsr the house were a mill and oth-
er largo out buildings but the direc-
tion of the wind saved these buildings
from destruction. The heat from the
burning house was so intense that an
apple tree six hundred feet away was
scorched and took fire. A farmer who
drove down to assist in extinguishing
the blaze hitched his horse five hum
tired feet away. liis wagon took fire
and it was necessary to release the
horse by cutting the harness. The
loss is partially covered by insurance.
