' Changes in the Charter.

Msmlution as its meeting today had
before it the big bill of the Consolidat-
ed Street Railway Company for var-
ious lunendments to its charter. Rep-
resentatives Southwick had a bunch of '
proposed amendments to the bill
,whloh he read anti which came in for a
short debate of a general character.
Half an hour of the opening session
of the house today What given up to the
reception of committee reports on
concurrent. matters to clear the way
for the taking up of the consolidated
Street Railway bill which was on the.
order of the day for discussion.
Amonglhe adverse reports were
those of the. railroad committee. on pc-
titiou for incorporation of the Norwich
and Groton Street. Railway Company
and the Norwich and Jewett City Rail-
.way. Chairman Pcarne. of the com-
mittee, explained. that these petitions
Were two of them for railways in that
section and the committee were not in
favor of them.
The following favorable reports
from committees were sent to the cal-
endar: Concerning additions to tax
Ziist; penalties for trespassing on rail-
road property; incorporating the, com-
mercial manufacturing company; con-
cerning wilful injury to railroad pro-
perty, an amending the charter of
Gracc Hospital. New Haven; concern-
ing free libraries.
On the matter of insurance of Ihe
state capitol. the Senate having pass-
ing the bill and the house rejected it.
Messrs. Fosdick, of Lyme. and Hig-
gins, of Coventry. were appointed on
a. joint conunittcc of conference.
The following matters were rejected
on unfavorable report of committees:
Amendment to the general statutes
concerning the safety of employes;
concerning the extension of time for
the construction of" the New London
and East Lyme Street Railway.

favorably acted upon in the House
last week. At the request of Senator
Judson the bill placing wood alcohol in
list of articles required to be labelled

The resolution amending the charter
of the Connecticut Railway and Light-
ing Company was taken from the in-
ble, on motion of Senator Bradstreet.
He submitted an amendment striking
out the. general double tracking priv-
ileges to which opposition was directed
when the bill came. before the Senate.

Senator Donovan objected to the.

he termed it. and suggested that the

opinion as to its effect if passed. The
railroads committee, he held, had new
