The contention of the alderman will
be that the preposed legislation is
neither moreuor loss than an attempt
on the part of the Pennsylvania and
the New York. New Haven and Hart.
ford Railroad companies to change the
charter of New York for their own
purposes.
The New York and New Haven'eno
tors the city over the lines of the liar-
lem road and pays tho‘Central a large
toll for the privilege of taking Ito pass-
engers to the Grand Central atatloa at
forty-second street. Some years ago it
improved its oldrfreight road to the
Harlem river and runs trains over it
now. The Washington trains are ta-
ken to the Harlem river at Mott Ha.-
vsu. and from there conveyed around
to the Jersey City station of the Penn-
sylvania on floats.
It Is asserted that the road now
seeks, to make an entrance under the
cover of a rapid transit act. and in
order to bring this about has placed
itself behind the Metropolitan Railway
Co., and its effort to build a subway.
The supposed plan is to enter the
subway at Willett’s avenue. in the
Bronx, and then pass under the city to
a terminus at some central point to
be determined upon in later plans, al~
so having In view a connection with
the Pennsylvania tunnel at Thirty-
fourth street.
It is reported that the New Haven
among other things, aims at having a.
central station in a portion of the
Pennsylvania station, now building at
the entrance to the roads Hudson ri~
ver tunnel.
Having failed to get a hearing be
fore the senate cities committee the
Elsberg bills. the nhlermen expect to
make their fight against the measures
before the assembly where they have
received assurances of assistance.
There Is a surprise in store for the al-
dermen, however. as to the extent of
the backing which the Elsberg bills
have.
it has been announced that Senator
Plait has made their passage the one
request which he has to ask the legis-
lature. Representatives of State
Chairman Odell are also advocating
the measures.
But the main surprise will be the
information that Charles P. Murphy,
the leader of Tammany hall, is also fa.
voring the bills. Mr. Murphy‘s support
of the measures is being explained on
the, ground of certain Pennsylvania
railroad contracts.
New York Aldermen Opposed
Reports began to be circulated two
weeks ago to the effect that there was
some sort of an alliance between the
Pennsylvania railroad, the New Haven
road. and the Metropolitan interests in
their fight for a subway contract in
Manhattan. says a New York den.
patch. About that time Edward M.
Shepard appeared before the Rapid
Transit commission at a public hear-
ing and urged the adoption of the
Metropolitan subway plan for Seventh
avenue. where It. would connect with
the Pennsylvania station.

hulf of a Metropolitan proposition

Mr, Shepard also has been interest-
ed lately in at least one pot project of
the New Haven road. that of securing
from the board of alderman a fran-
chise for the New York connecting
railroad to build in Brooklyn and
Queens. The New York connecting
road is owned by Pennsylvania and
New Haven interests. and would pro-
vidc a short cut. for freight to or from
New England and the west. The cars
would be ferried to South Brooklyn
from the Pennsylvania terminals and
then run over the tracks of the con-
necting road, over bridges across
Ward‘s and Randal's islands. and Into
Port Morris. where they would connect
with the tracks of the New Haven
road and have a. free run to Boston.
When the board of uldermen showed
a decided disposition to sit on the
franchise of the connecting road. Mr.
Shepard admittedly drew tip the two
hills which later were introduced in
the state «legislature by senator lulu-
berg. These bills were tnkon to Albany
by the. Transportation Reform league
of Brooklyn; an organisation fathered
