sought to swindle insurance compan-
ies by the murder of a victim whose
life had been heavilv insured. The po-
lice are said to know of three men who
were implicated in the plot that led to
the slaughter of Joseph Blaine on the
night of January to at the foot of Rus-
sian Hill. and further arrests are ex-
pected at any time. '
