WASHINGTON. June 1 -—‘As a re-
sult of the thorough overhauling of the
rosters of the post-office throughout
the country, Postmaster General Payne
announced his approval of instructions
reducing the salaries of assistant post
masters at a number of second class
post-offices to 50 per cent. of the salar-
ies of the respective postmasters. They
include the offices at. Portsmouth, N.
11.. and Stamford Conn.
He has found 36 officials in the postal
service. who hold offices under designa-
tions not authorized by law and direct-
ed that their positions he changed to
conform to the law governing them.
Boston is among the other offices thus
effected.
The investigation disclosed eight
postomc‘es at which in all thirteen
clerks receive more than the salaries
to which their designated positions as
“assistant superintendents” en. To
them, and in these cases the postmas-
ter general has directed that the salar-
ies be accordingly reduced.
This order affects among others two
positions in Boston. Most of those ex
cessive allowances were made during
the administratioufof George W. Beav-
ers. who "suddenly resigned his posi-
tion as superintendent of salaries and
allowances immediately after the in-
vestigation of affairs of the post-otnce
department.
Samuel A. Groff. who was arrested
Wednesday for complicity in the Mach-
en bribery case, appeared today before
United States Commissioner Taylor
and renewed his bond of $5000 for his
appearance June 9 when he and his
brother will be given a hearing.

NEW INSPECTION RULES.
Regulations Provided for Safety of
United states Steam Vessels.
Four months ago there was a meet-
ing in .Wasbingtou of the board of sup-
ervising inspectors of steam Vessels
when a number of new rules and regu-
lations were adopted. The board was
in session something like a month and
deliberated at great. length over the
varied ‘propositions'hefore them. we
former supervising general. James Du-
moat. presided over the meeting and
submitted the findings to Secretary
Shaw for approval. The latter in-
dorsed them and this changes were put
into effect. i
The new supervising general. George
Uiher, has instituted a general clean
ing up for the entire service, and am
