Sec. 66. The hoard of water com-
miesionera of the city may. with the
consent of the Council. supply water
from the water works of said city to
any person. persons, or corporations.

fully and maliciously corrupt the water
in any reservoir. aqueduct. hydrant.
pipe. pump ,or other portion of said
waterworks. or destroy or injure any
portion of such Works. or any mater-
ials or property used or designed to be
used in connection therewith,- such
person. on conviction thereof before
any court hnving jurisdiction. shall be
punished by line not exceeding five
hundred dollars. or by imprisonment
not exceeding one year. or by such
fine or imprisonment both. Said City
shall have power to enact by-lnws in
the manner prescribed by law for the
enactment of other by-lawa. im-
posing pcnalties and forfeitures for
,vloiatlon of any of the rules and regu-
lations of the. board of water commis-
sioners: provided. that such penalties
or forfeitures shall not exceed the
sum of twenty dollars for any one of-
fense.
Sec. 68. At least two weeks before
the first Monday of October. 1903. the
selectinen of the Town of Norwalk
shall call the first annual meeting of
said City of Norwalk. to be held on
the first Monday of October. 1903. by
publishing a notice thereof at least
three times in a newspaper published
in the town of Norwalk, which notice
shall contain the object of said meat-
Ing. the officers to be voted for. and
the polling place.‘ The selectrnen of
said town shall provide polling places
and suitable ballot-boxes. The regis-
trars of the Town of Norwalk shall
prepare a registry list to be used at
said election in the same manner as
the voting lists of the town have been
prepared. . '
Sec, 09. Whenever any ward of the
city shall have increased in population.
fifteen hundred more, than the enumer-
ation at the last census, and for each
fifteen hundred it shall have on addi-
tional councilman. The manner by
which this increase shall he determin-
ed shali be provided by an ordinance
adopted by the Council. _
Sec. 70. The City of -Norwallt shall
‘ stand in the place of the Town of Nor-
walk.,ln all respects concerning Jurors
and the Council shall perform the du-_

in order to give the surgeons an op-
portunity to study the disease. A spec-
ial house was built for him near Fort
Screyen, GIL. and he has been iiving~

him. and to study the disease, with a
view‘to ascertaining if. it can be cured.
