James H. MacDonald the work on the
improvements of highways that was
unfinished at the close of the year 1902.
was resumed Monday.
Commissioner MacDonald has sent it
circular to the boards of seioctmen of
the different towns in the state in ref-
erence to the resumption of work on
the roads. and making suggestions in

Commissioner MacDonald says:
i think it can be safely said that the

safely undertaken. We have had an
unusually favorable spring. both in re
gard to treat leaving the ground quick-
ly and also the absence of very many
damaging rains so that l have thought
it wise to write a personal letter to the
boards of the selectmen throu bout the
state in towns that have partic poled in
state assistance for road improvement.
Just at this time it would be wise to
inspect all culverts upon all state roads
and see that the entrance and exit ends
of the culverts are thoroughly cleaned
out: also to see that all of the debris
from the margins, banks and shoulders
of the roads that has found its (vay

is obvious and known to every one. viz:
To carry off the water that may fell
upon the roadbed proper and the shoul-
ders. and also to intercept and carry
off the water from all water sheds be-
fore it reaches the road proper. To as
slut in the accomplishment of this de-
sired object it is necessary to clean out
all gutters. and to reduce the shoulders
or any obstruction that may be in the
way of the free and pleasant access
for the water. Whatever rule have
been made through the winter months
should be filled as“ quickly as possible.
so that no destructive influence may be
felt through their being open and below
pleasant and direct to the gutter line.
All shoulders should be carefully
rone over, and where the stone is be
ginning to show bare on the road. a
little treatment of splinters or chips‘
of stone should be applied. so as to
form a cushion and thus protect the
road from further trouble. This splin-
ter treatment should not be more than
three-quarters of an inch in depth.

the satisfaction of all, first, that the
money placed at our disposal has been
wisely used in the construction of the
roads. and second. that the money so
expended has been appreciated by the
towns of the state in taking care of
the roads after they have become
town possessions.

bly there are exceptional communities
