Under the present law it is necessary for every voter who de~
sires to participate in a political caruus to register and declare his
party preference, otherwise he can have no voice in the nomination
of olficers.
Under this law noticeis supposed to be given voters of the
time and place for such registration.
In this town the registrars have seen fit to give this notice for
all the districts to one paper, and the selectmen, the people" 5 rep-
reseutativcs. hate taken no action to give the notice tlrat the spirit
of the law contemplates. or that their constituents are. entitled to.
As a result. on the first dav of registration. last liriday. the ap-
lications were as follows: liirst District. ninety-two Republicans,
orty~ciglltr Democrats; Second District, seventy Republicans. five
Democrats; lhird District, thirty—(when this article was written,

At the last presidential election 2,525 Republican and 1,551
Democratic votes were cast in Norwalk.
The explanation of the lack of registration is that the registrars
have failed to ive the voters thL . notice that the law contour-
plates. Their orject evidently has been to punish this paper be-
cause it published the exorbitant changes made by them at that
