work of this bureau has convinced that

source of wealth. and of the necessit
of putting“ the Bureau on a substantial
footing and handling these woodlands

of timber under proper regulations will

been found necessary to permit the
cutting of timber to supply the present

taken at the same time that the cut-
ting should be done in a manner that
would work no injury to the future

satisfactory footing.

Under the Spa‘tiiiih administration
the timber lands or the Philippine Is-

ment was made up of expert foresters
rangers. clerks, draughtsmeh, etc. the
higher oiiiclals being selected from the
Spanish Corps of Engineers.

After Captain Abel-ll was unpainted

The Bureau was recently reorgan-
