Dr. Scoville Argues that the import-
tion of Personal Taxes in Uniust.

Thcrc was a big congregation last
evening in the. First Congregational
Church. to hear u sermon by the Rev.
Dr. Samuel Scorllle. formerly of Stam-
ford. upoii the personal tax question
The minister took the ground that in
many instances the imposition of per-
sonal taxes was unjust.
The sermon was prompted by the
efforts to tax a resident upon some
bonds held by him. Mr. Scoviilc held
that these bonds were taken by the
holder at a low rntc of interest because
they were supposed to be and should
be nou~nssessnbln The taking of the
bonds at a low rate of interest was in-
duccd by the supposition that the Wore
not taxablc. The bonds bolus: public
ones. the buyer would in reality be pay-
lng two assessments upon them if they
were taxed as personal property.‘ If
they were taxable the buyer would do—
mund that the public pay a higher rain
of internal on them. if a taxable bond
brought 4 per cent. and public im-
provement bondii ware sold at a reduc-
tion of l per cent.
