Senator Penrose has presented to the
Senate two pension bills which have.
vastly greater merit than the average
of such bills which have commanded
the approval of Congress, and should
be passed with unanimity, as they sure-
ly would be generally approved by the
whole country. One grants a pension
(«13100 a month each to Miss Margaret
Butler Meade and Miss Henrietta
Meade, daughters of the late Major
General Meade, who commanded the
Union army at Gettysburg, and the
other proposes to place General David
McMurtrie Gregg on the retired list as
a captain, being the rank he held in

General Gregg is the greatest of liv-
jng Pennsylvania soldiers. and his
achievements were more lustrous than
those of any of our cavalry command-
ers. The most important cavalry bat‘le
of the war, alike in numbers and desper-
ation, was fought by Gregg at Gettys-
burg. When Stuart, the great Con-,
iederate trooper, attempted to flank the
Union lines and buried his entire cav-
alry division against Gregg, hoping to
penetrate to the rear of the Union
army, Gregg-met this assault with in-
ferior numbers, but with greater skill
and even more heroic daring than that
exhibited by the warriors in gray, and
he routed Stuart and drove him back
in defeat into Lee’s lines, where he was
greeted with the information that the
battle of Gettysburg was lost by the re-
~pulse of Pickett’s charge. ‘
Like the daughters of General Meade,
he is not possessed of fortune, and it is
not creditable to the nation that while
hundreds of others of infinitely less
merit have worked their way to 'recog-
nition on the retired list, no efi‘ort has
been made until now to dojustice to
this grand surviving soldier.

Colonel Bay’s Speech Commended.

speech against the disorganized condi-
tion of the senate and house commit-
tees today and declared that the speak-
er of the house. who was called “the
great white czar,” should be known
hereafter as the “greahwhite filibus-
ter.”
