LOW WAGES.
'Perhaps the declaration in the democratic
platform that has caused most alarm in New
England is this :—
“A tariff for revenue only.”
Is it for the interest of the workingmen of
Connecticut to have wages lower? The ques-
tion is a practical one and not at all theorct
ical. It is a question more important to the
workingmen than it is to the manufacturing
owners. We can lose ourselves any time in
a discussion of the theories of free trade and
protection. Facts often confound the theo—
ries on both sides. The fact just now is that
the manufacturers do not care so much what
the tariff is if it is only steady and certain
not to be much changed for a considerable
term of years. They can apjust themselves
to almost any condition; only they cannot
provide against great and sudden change.
As a rule they will need less capital if prices
position, to greater variety of life and occu-
pation, to increase of prosperity all through
the community, and do not mind the (lemon-
strations. ,
American Ciilillill has been accumulating
and with American skill and‘invcutiou we
are able to complete? with English manufac-
turers even in England itself. And we do
this, this fur, without reducing wages to the
English standard. But will the standard of
wages be kept up if the tariff goes down, and
our manufacmrcrs have to compete with the
enormously greater capital at the command

The country is certainly prosperous now,
prosperous for all classes. Nobody will
claim that all this property is due to the
present. tariff. A number of elements go to
make it up. But anyone can see that the
conditions must change a good liealif the
tariff is seriously all: red, if it is ix ahlceil to
