title twelve of the general statutes of 1875,"
requiring express companies to make returns
and pay taxes to the‘state, be and the same is
hereby so amended as to road four thousand
dollars, instead of two thousand dollars in
the twelfth line of said section.

inspected by. him, as required by section
twenty-threegtitle sixteen, chapter four, of
the general statutes of this state; said’Iee to
be paid. by the owner or owners of the seine
so inspected.

An' Act to Prevent Cruelty to Birds and
' , Fowls. '
Be lt enacted by the Senate and House of Repre-
sentatives in General Assembly convened:
_ Section 1. N 0 person shall keep any bird or
fowl of any kind, for the purpose of having
said bird or fowl shot at for sport, gain, the
trial of skill of marksmon, or other purpose,
or to be shot or shot at, at any shooting match.
No person shall let loose or suffer to escape
from any trap, net, or other place of confine-
ment, or from any method of restraint, or.cx-
pose in any way any bird or fowl of any kind,
for the purpose of having such bird or‘fowl
shot or shot at for sport, gain, the trial of
shot or shotat, at any shooting match. .
Soc. 2. No person shall shoot or shoot at '
any? bird or fowl of any kind exposed to be
shot or shot at, for the purposes speci-
fiedi in the preceding sectiOn, or let loose. or
suffer to escape in the manner ' and for the
pur’ppses specified in said sectiOn. . .
S .3. Any person violating any provrsmn
of this act shall be deemed guilty of a misde-
manner, and shall ,pay a fine not exceeding
fifty dollars, or be imprisoned in the common
jail ‘not exceeding thirty days, or both.

Section 1. That in all actions at law or in
equity in any of the courts of common pleas
wherein the supreme court of errors shall=
havb reversed any judgment or decree of any
of lipid courts, or granted a new trial therein,
either party may, by written motion"wrthin.

shall have been announced, filed with the
clerk of such court of common pleas, request
the bald court to designate some judge of said
coui-ts of common pleas, other than the one
wbé tried said cause, to try said cause, and it
shall be the duty of said judge so requested,

thereof, and it shall be the duty of such other

An Act in relation to the formation of Coop-
erative Associations.
lie it enacted by the Senate and House of Repre-
sentatives in General Assembly convened:
Section. ]. Seven- or more persons of law-
ful age, inhabitants of this state, may, by
written articles of agreement, associate them-
selves together for the purposes of trade, or
for carrying on any lawful mercantile, me-
chanical, maufacturing or agricultural busi-
ness within this state, and when such articles
of association shall have been executed, and
recorded in the office of the clerk in the town
in which the business is to be carried on, such
personsshallbe and become a corporation,and
enjoy all the powers and privileges, and be
subject to all the, duties, restrictions and lie.
bilities set forth in all general laws in relation
to similar corporations, except .so far as the
same may be limited for-Lenla‘gged by this act.
Sec. 2. The objects for which such associa-
tion is— established, and the place within
which vifisbiisin‘oss-is—to bevcarried on, shall be
distinctly sethforth, in its, articles, of agree-
ment, and it shall not do business'in any oth-
er place or placeéfihair‘thosé‘mentioned in its
articles, and the articles ‘of agreement shall
be recorded in theipfiice' 'of the clerk'of the
town in which it prdposes to do business.
Sec. 3. The business of the association shall
be managed and conducted ,byli presidenlt, a
board of not less than five directors, who
shall be styled a board of managers,'and who
shall be chosen annually by the stockholders,
and shall hold their offices until others are
chosen and qualified in their stead, and shall
have such other 'ofiicers as the association
shall prescribe by their by-laws, and the mode
of appointment, and choice of such officers
shall also4bolproscribed by the by-laws. "
Sec. duff-he firstmeeting ,of such associa-
tion hereafter organized, shall be called in the
manner provided for callingthe first meeting
of corporations by. title seventeen, part eight,
section three, of the general statutes, and if
doubts arise as to whether such organization
be legal, it may be confirmed in the manner

make its own by-laws, provided they be not
repugnant to this act, nor to ,‘the laws of the

Soc. 5. The amount of capital stock.of such
association shall be fixed and. limito‘din: its
articles of association, and it may be any sum

same shall --be filed and recorded in the office

Sec. 7. Such undulations may take, hold
and convey such real and perscnal estate as is
necessary for the purposes of‘ its organization,
and may sue, and be suedfiin its associate
name ; and no member thereof, shall be cuti-
tled to hold or claim any interest therein ex-
ceeding the sum of one thousand dollars, nor
shall any member upon any subject, he enti-'
tlod to more than one vote. " - '
Sec. 8. No certificate of shares shall be is-
sued to any person until the full amount
thereof shall have been paid, in cash, and _no,
share holder shall {receivoi less ' than the par
value of any share when disposing 'of the

Sec. 9. If the boardpf managers shall fail

Sec. 2. In all cases in which a rate bill hero-
toforlc made out for the collection of any tax
has not been made out-under the hands of the

taxel, and acts amendatory thereof; and in
all cases in which the selectmen of any town
have neglected to sign such rate bill; and in
all cases where the warrant has been made
.out or signed, attached to: any rate bill, by a
justie‘of the peace, 'such rate bills shall be
good and valid to all intents and purposes, as
if the same had been made 'out under the
hands of said selectmen and committee, as
provided by said act, and signed by them ; and
all vial-rants heretofore granted for the collec-
tion ‘of such tax, and all bonds, notes, obliga-
taionis, or other securities given by any collec-
tor of taxes for security, collection or pay-
ment of such taxes, or for the faithful per-
formiince of his duties, shall in- like manner
' be gdod and valid, and are hereby made bind-
ing aha legal: and in every case where a col-
lector of taxes has made a demand of pay-
ment for taxes,pursuant to section fourteenpf

said town, and sale and conveyance of part

ed and made legal, valid, binding, and suffi-
cient 2to pass the legal title to such land. ,
Sec 4. In all cases where the collector of
taxes of any town in this state, has not pub-
lished a notice of the time and .place appoint-
ed by gauch collector, for the purpose of receiv-
ing the taxes of such town, in a newspaper
printed in the county where such tax is or
was to be collected, but has published such
notice". in a newspaper printed in an ad'oining
count shall be as good, effectual, an valid
in evo'gy respect, and shall have the some ef-
fect as if the some had been published in a
newspaper printed in the county where such
.tax was or is to be collected.

Be it enactcdby the Senate , and: Housc of. Hope
reseutativcs in'Geueral Assembly convened: '
- That section seven, chapter six,of.titlslfour'-:
teen,l of the public acts relating to the “domes-
tic classmatesotménw. . asto lrcad, “pas
rents, guardians, selectlnen'. trustees of the
State" Reform School, and directors for the
Connecticut Industrial School for. Girls, shall
inquire into the treatment of apprentices in-
dentured by them respectively; and if, after
the making of such indenture, any master
and apprentices shall remove from the town
where such indenture was made, to any other
town in this state, or if the guardians of such
apprentices are absent, refuse, or are unable
to act, then the selectlnen of the town where
such? masters and apprentices reside at the
time,: shall make such inquiry; and if they,
the parents,3'guardians,fsoleétmen, trustees,
on'dii'ectors afore'said,-find that the masters do
not perform their part of the indenture, they
town where such masters andjapprentices‘re-
side, ;wno shall cause such masters and- ap-
prentices to come before him”, and. reconcile
‘them‘ if he can, and if he cannot, may“ bind
the master to qppear at the next court of com-
mon Ipleas, or. istrict. court, .if- thcro;:»be such
courts in the countyin which such masters
and apprentices reside; and if there are no
such ,courts in said county, then he shall bind
him to appear at the next superior court in
also the apprentice, or giveorder for his cus-
tody in the meantime, and 'for his appearance

has failed to perform his part of the indenture,
it may discharge the apprentice from the ser-
vice of-the master, and sconcel‘the indenture,
withicosts against the master, and award exe-

shall be found untrue, and without probable
cause, it shall award costs to the master
against the complainant.

or hold illegal _or invalid, because done after
the return‘day- of such execution, and all
such facts otherwise legal and valid, are here-
by validatod and confirmed. ,
Sec. 2. This act shall not affect any suit
now pending; or any— title, or interest in any
estate acquired in good faith, after the doing
the acts aforesaid, and shall take effect from
its passage. .

Be It enacted b the Senate and House-of Repre-
sentatives ln Ieueral Assemblyrconvened; .
Section 1. Whenever-any transient‘person
shall apply to any individual residing in this
state, to give. him-5 :food', lodging, clothing,
or money, the individual 'to whom such apli-
cation shall be made, may require the appli-
cant to perform a reasonable amount of labor
for such food, lodging, clothing, orgmoney;
and if the same be furnished, may detain him
until such labor is performed, butnot beyond
the hour of eleven o'clock in the forencon of
the day succeediplg his application; and if
such applicant sh neglect or refuse to per-
form Such labor, being suitable to. his age,
the person o'rpropferty of the” _ n requiring
the labor he‘llhall'. be deemjegfrgagrsnt,‘ and
shall beicommitted to any ‘hfivn workho'use,
or any county workhouse in the coun where
the offence shall have been committe ; or in
case there be no such workhouse in the town
or county, then to the common jail in the
county, for a period not less than thirty days,
nor more than six months, and until the costs
of prosecution against him be paid ; and upon
a second conviction of. suchtransiént person!
for a similar ofience, he shall~be committed“
such workhouso or common jail, for a period
of. not less than four months nor more than
'one year, and until the costs of prosecution
court 'next to be holden in said county, as
provided by law in other criminal prosecu-
tions.
Sec.§2.' Every sheriff and deputy sherifl in
any county, every selectman, constable, and
grandjuror in any town, and every executive
officersin any city or borough in this state,
may within _their resppctivo limits, without
warrant, arrest any one transient person and
take him forthwith before any magistrate hav-
ing criminal jurisdiction, and shall make a
written complaint to such in 'strate of the
particular offence of which su rsonis‘lmso
peeled, and said. magistrate shal proceed to
hear said complaint, and on finding the alle-
gations true, shall render judgment against
the accused according to the provisions of the
preceding section, and if no appeal be taken
from said judgment said magistrate shall issue
a warrant directed to any proper officer or in
different personbynamo authorizing such
officer or,-indiflerent person to convey sold
transient person to said workhouso orj all in
accordance with said judgment.
Sec. 3. The selectmcn of any town may ap-
point one or more special constables in each
school district in such ‘town to carry out and
enforce the provisions of this act.
