Senate, shall constitute the State Board of Agnes!-
ure.

of contagious dlseusee among neat cattle and'ether
domestic animals, authorlt is conferred upon the
board of agriculturcas fol ews: Whenever in the'
{udgmenl of the board public safety demands, said
ea (1 shall have the power to prohibit the bringing,
transportation, or Introduction of any cattle or oth-
er domestic animals into this state from any place
whatever, by any railroad, or any incorporated com-
pany, or by any person. And every such company
or person who shall bring. transport, or introduce
any cattle or other domestic animals into this state
after said board shall have issued an order to such
compan or person,forbiddlng the some, or alter the

all order in such newspapers published in this state
as the board may direct, forbidding any pelsou or
company to do so.- shall pay sfine not exceeding,

chartered by the legislature of this stale, to grant in-
:urances, or to make any Contract contingent upon

Sec. 25. He shall in like manner visit and exam-
:ne as aforesaid, any life insurance company not or-
ganized or incorporated in this slate, and doing bu-
siness by agencies therein whenever he has reasons
odoubt the solvency of such company. he may
emplo such assistants as ma be necessary in ma-
.lngt e examination; and al the expenses of an
examination wivhnut the state, shall beborne by the
company examined.

Sec. 26. For the purposes aforesaid, the
commissioners shall have free 000885 to all
’looks and papers Of any life insurance com-
pany, doing busineSs in this state, and may
examine under oath the officers or agents
relative to its business or condition. If any
company not organized or incorpl rated in
his slate, its ofiicers or agents, {refuse to
submit to such examination, or comply with
any provisions in this act in relation thereto,

Sec. 27. .No life insurance company here-
after organized or chartered in this state,
shall issue policies until upon examination
by the commissioner it shall have been
found to have complied with the laws there-
of; nor until the cornlniSSioner shall have
issued his cerlificale, setting forth such fact
and authorizing such companies to issue
policies. For such examination ‘he compa-
ny shall pay to the commissioner the sum
of thirty dollars. '

Sec. 28. Ifit shall appear from any re-
port. valuation, or examination. as herein
provided. that the assets of any company
chartered by this state to grant insurance
or make contracts contingent upon lives,
are less than its-liabilities, or if it shall fall
to comply, with any requirements of this
act, the commissioner shall forthwilh notify
such company to :cease the issue ol new
policies, and the pa ment of dividends to
stock and polio he] on until such time as
the deficiency s all besupplied ; and be Inn y
at his discretion bring his petition to the
court of probate for the district in which the
principal omce for such company is located,
setting forth the facts upon whlcs It is foun-
ded, and praying for an appointment of a
trustee to take possession of the propcrty of
such company for the benefit of its creditors;
such trustée if appointed shall proceed as
directed by section 29 of this act.

Sec. 20. In case that it shall appear that
the assets are less, in amount than three
fourths of the liabilities of such company,
