THE BLUNDEBING nnnrocnacx,
It is Always on the Wrong Side of Ev-
ery question.
[From a Speech at South Bend, Ind, by Vicel’resl-
dent Colfax]
For the last twenty years it has seemed
impossible for this Democratic organization
as a party, to get on the right side of any is-
sue, new or old. When border rufiians drove
, the people of Kansas from the polls, and by
fraudulent votes elected a pro-slavery legis-
lature, and finally sought to impose a hate-
ful constitution imposing slavery there on a
people who almost unanimously denounced
it, the Democratic party championed this
wickedness. When the Dred Scott decision,
intended to make slavery national and all
powerful, was pruclaimed, they cordially en-
dorsed it. All through the war, every meas-
ure to strengthen the nation's arm and to
weaken the enemy’s, whether confiscation,
emancipation, or colored soldiers, etc.,, was,
in their opinion wrong, or unconstitutional,
fit only to be denounced. '
When the war closed, and the question
came up whether the insurgent States should
be restored to the rule of the very men who
had used their executive, legislative and ju-
dicial powers to organize the rebellion and
to raise its armies, or whether every effort
should be made, on the contrary, to organ-
ize them on a basis of loyalty to the Union,
the Democratic party instinctively insisted
on the former. When tax-bills and draft-
laws became necessary; to the preservation
of the national existence, they warred upon
all their details as wicked and tyrannical.
When the interest on' the national debt could
only be honestly lessened by showing the
world that our national credit would be sa-
‘credly maintained at the highest point by
all parties, their speakers and' presses de-
nounced those who had lent us the money
as if they were swindlers, and in every pos-
sible way sought to poison the public ‘miud
against them. When our greenbacks, whose
ultimate value they had formerly discredit-
ed, were rising in value toward gold,: _‘they
clamored for. issues of hundreds or thousands
of millions more to verify their unfulfilled
prophecies of evil about them.
When President Grant commenced pay-
ing off the debt with the surplus revenues
that his honest and efficient ofiicers had
collected, they denounced his buying the
bonds at their current value in the market of
the world. When a Republican Congress
passed a bill reducing taxation $8,000,000,
they registered their votes, as a party, gainst
it. When the same party passed a bill to
honestly reduce the interest on our bonds,
by a mutual arrangement with our creditors
or by paying off our old bonds with the pro-
ceeds of the new, they voted against it. And
when it passed a bill to enforce the Four-
teenth and Fifteenth Amendments, with pen-
alties against the evil doors, they resisted it
with vehemence and' zeal. _ When it passed
laws fer the restoration of rebel States to
the Union, the Democracy condemned their
provisions and fought them to the bitter end.
When a law to guard the ballot-box at na-
tional elections was passed, punishing ille-
gal voting, shameless repeating and fraudu-
lent counting, they denounced it and its pen-
alties, as if the acts it punished were not of
the wickedest of crimes, against free gov-
ernment and republican institutions.
The Women’s Hotel.
The great Woman’s Hotel of Mr. Stewart,
on Fourth avenue, between Thirty-second-
and Thirty-third streets, has reached the
third of its seven stories. The whole build
ing is to be of iron, filled in with brick, and
will be thoroughly fireproof. It will _cover
an area of 41,000 square feet, the front on
Fourth avenue measuring 192%feet, and the
two items on Thirty-second and Thirty-
third streets, 205 feet respectively. The
basement is fourteen feet below the level of
the street, and among other conveniences
located their, will be an engine for heating
the building, moving the elevators, aiding
in the laundry work and driving the cooling
fans that are to play in various parts of the
house. The bath-room will also be situated
there. The kitchen and laundry arrange-
ments will be conducted on themost approv-
ed hotel plan. Ventilating shafts will run
from the basementlto the roof. The Laundry
and Kitchen are to be on the first floor at the
back of the building, where stores cannot be
constructed, and above these will be the
dining room, 92 feet by 30, a hall for lectures
rind concerts, and reading-rooms and library.
The sleeping-rooms will be both single'and
double, the former being 16 by 18 feet, the
latter being 8 by 9 feet. The rent to each
tenant will be hereafter fixed, but will not
exceed one dollar a week. Food will be
furnished on, the restaurant plan, and will
be charged simply at original cost, with a
small addition for the expense of preparation
service, rent &c. Inasmuch as the estab-
lishment is calculated to hold fifteen hundred
dersons, the proportion of expense on each
dish will be far less than ifa small number
were participants. Coffee or tea will not ex-
ceed two cents a cup; meat, five cents a
plate; vegetables, one or two cents a dish,
and others articles in proportion. Experi-
ence at the Woman’s Hotel at 45 Elizabeth
street, conducted on the same plan,but where
the number do not exceed two hundred and
fifty'ihmates, demonstrates that meat can
. be remuneratively furnished at eight cents;
coffee and tea at three cents; vegetables at
two cents; and pudding at three cents. A
resident can live well there, including wash-
ing, for $3 50 a week, and in Mr. Stewart’s
establishment the cost to each inmate will
probably not exceed $2 to 83, according to
the quality and quantity of food indulged in,
The cost of this building wrll reach $3, ,-
000, and the interest upon the outlay will
be chiefly compensated by the rent of the
twenty-four stores. Ten per cent. interest
on the above sum would'be $300,000. This
divided by 24, would give an average rent of
$12,500 upon. each store. ' '
Asia Well understood, this enterprise of
Mr. Stewart is intended for the benefit 0f
single women, whose means will not con-
veniently allow a payment of the high char-
ges for board now exacted in the city. The
flirniture and general fitting up will be those
of afirst-class hotel. No restraint of any
description will be laid on the inmates be-
yond an interdiction, usual in hotels, from
entering the domestic departments. Visit-
ors of." both sexes will be allowed, and in-
gress at all hours permitted, as elsewhere.
Any applibants with satisfactory references
will be received, but the room rent will be
required strictly in advance. Food will be
