SEC. 2. ' All meetin sof theBorou hshall
be held in the Town all of Norwa k, un-
less otherwise specially directed by the
Court of Burgesses; and it shall be the
duty of the Bailifi' to be present and have
the placeappointed ready in all respects for
every such meeting. .
SEC. 3. Any person who shall interrupt,
interfere with, insult, or refuse to obey the
reasonable direction of the presiding officer
at any Borough meeting, or who shall by
any noisy, disorderly, or quarrelsome con-.
duct or language disturb or interrupt such
meetin , shall ,upo’n direction of the presi-
ding o oer be taken into custody and con-'
fined by the Bailiff or any policeman of the
Borough until the adjournment of such
meeting, and shall furthermore be liable to
prosecution therefor beforca justice of the
peace and upon conviction thereof shall be
fined not less than Two dollars nor more
than Twent -five dollars.
SEC. 4. very person who shall vote or
attempt to vote at any Borough meeting by
assuming any other person’s name, or who
shall in any way fraudulently vote or at-
tempt to vote at such meeting when not 'le-
gully entitled thereto, or who shall swear
alsely to any material fact before the board
.of registration when said board is consider-
ing the addition or crssureof an name to
orfrom any voting list, or who s all in any
any monies on account of the Borough shall
make duplicate receipts one 'of which he
shall give to the party from whom such
money is received and the other he shall
give to the Clerk. The Treasurer shall keep
his accounts in such manner as to show the
receipts and disbursements connected with
the several departments.
Chnpter V.
TAXATION.
Be it ordained by the Court of Burg-eases of
the Borough of Norwalk. '
SEC. 1. All Boron h taxes shall be laid
by a major vote of a orough meeting held
for such purpose. Whenever a taxis so
voted upon a list thereafter to be completed,
the Clerk shall notify the Assessors of the
Borough, and said Assessors shall forth-
wrth insert in three successive issues ofa
newspaper of the Borough, a notice to all
persons liable to pay taxes in the Borough,
_to give to said assessors, or to one of them,
within thirty days from the first publication
of such notice, lists of all property liable to
be taxed in the Borough and belonging to
such persons‘respec'tively at the time when
such vote was passed as aforesaid, with the
particulars of all such property, real and
personal. .
SEC. 2. At-the end of thirty days from
the first publication of said notice, the asses—
sors shall meet at some suitable place in the
Borough and shall make out a list, accord-
ing to their best information and belief, of
the taxable property of every person who
has failed to give in a list thereof as afore-
said, and she l add ten per cent to the valu-
ation thereof. ~
. SEC. 3. The Assessors shall further pro-
ceed to equalize and adjust all lists and shall
have a convenient and accessible scuttle in
the roof. The owner of any building'who
shall erector continue the same in violation
of the provisions of this section shall be fined
not exceeding Twenty-five dollars.
_ SEC. 6. Every person who shall know-
lngly give a false alarm of fire in the Bor-
pugh shall be fined not exceeding ,Teu dol-
ars. '
SEC. 7. The follo'wing described limits
shall constitute the- Fire Limits, of the

the intersection of Main Street, North Ave-
nue and Cross Street, thence South-Westerly
following the center line ‘of said Cross Street,
past the residence of Samuel Elwood, across
the. River and past the Easterly side of the
resrdencc of Margaret and Amelia Bclden,
to West Avenue thence Southcrly follow~
mg the center line of West Avenue to
Chapel Street thence Ea'sterly following
the center line of Chapel Street to Water
Street, thence North-Easterly to the South-

convenient the nature of the claim for which
they are drawn and no order shall draw in-
terest unless special! authorized to such

SEC. 2. All officers of the Bordugh shall,
during the first two weeks of November in
each year, render full and detailed state—
ments in writing to the Court of Burgesses
of all monies received or disbursed, and of
all orders drawn on the Treasurer, in their
oflcial capacity during the year ending on
the first of November, together with all
thereupon continue until the Court of Bur-
gesses shall make further order in the mat-
ter. No member of the police shall receive
pay for the time during which he may have
been suspended from duty as aforesaid,
unless the Court of Burgesses shall decide

PREVENTION OF FIRES.
Be it ordained by the Court of Bergerac. ofthe
Borough of Norwalk .- ,
SEC. 1. No person. except by special li-
cense of the Court of Bur esscs, shall erect
'within, or move into the ire Limits of ' the
Borough, any building, or part thereof or
addition thereto, unless the exterior walls of
such building, part, or addition are com-
posed of brick, stone, cement, concrete, or
iron, and the roof thereof covered with slate,
metal or gravel.
SEC. 2. It shall be the duty of the Fire In-
spector to examine from time to time all
premises where fires are habitually or tem-
porarily kept,or ashes deposited, or where
any highly combustible material may be
deposited or exposed, or where he may sus-
pect or be informed that by any acts or
omissions of any person, any propertyin the
Borough is exposed to unusual or improper
risk of age by fire : and for such purpose
be ma nter into any premises or
building in the day time, Sundays excepted,
after informing the occupant ofhis business, -
exhibiting a certificate of his ofiice Signed by
. the Clerk, and requesting admission. When-
ever in the opinion of such Fire Inspectors
there is such unusualfor improper risk of
damage by fire he shall” give directions to
the owner or occupant of such premises for
remedying the same and shall limit the time
within which it shall - be done, and every
person who shall prevent the entrance of
such Inspector for the purpose of such ex—
‘smination into any premises or building, or
who shall refuse or neglect to compl with
the directions of said Inspector as a orcsaid .

dollars. Provided that the Court of Bur-
gesses may upon appeal disaffirm or modify
such directions given by said. Inspector or_

SEC. 3. Every person who shall kindle
or maintain any bonfire or burn any pile of
brush, lebves, straw, cOrnstalks, weeds or
other combustible material in the open air
within Fifty feet of any building, wooden
fence, lumber pile or other combustible
property unless such building, fence,lumbcr
pile or combustible property belong to such
person and is at least Sixty feet distant from
any other property exposed to risk of injury
hv fire, without special license from the

son who shall kindle or maintain, or assist
kindling or maintaining any bonfire. or fire
of any description in any street highway or
least once in each month from April to No-
vember inclusive, and at such other times .1

once in every month, inspect all the engines,
apparatus and buildings connected With the
fire department, and shall cause the same to

and is authorized to expend in repairs for
such purpose,0ne Hundred Dollars annually
without the previous special approval of the
Court of Burgesscs. He shall annually call.

.SEC. 6. Upon the breaking out of any
fire in the Borough it shall be the'duty or
each member of a. company to repair to the
place where its engine or apparatus 13 kept
and to proceed with the same to such fire4
and to remain under the direct-ion and obey
all lawful orders of any superior officer un-
til dismissed by such superior. . ,
SEC. 7. The Chief Engineer and his as-
sistants shall havc all the powers of ofucers
of the police while going to, being present
at, or returning from any fire in the Bor-
