ly tell us that they do not consider theirs a
freighfrond, nor design to make it such,-
and wp find abundant proof of this in the

true explanation .is not as claimed that they
cannot compete with water carriage on the
sound, but that they have business enough
to do without. Let us glance for ,a moment
at the minority report.
“Your committee find that the New Ha-
vcu Hartford and Springfield railroad car-
. rics coal from New Haven to Springfield a.
distance of 62 miles for $1.60 per ton or two
cents and six mills per mile per 'ton, "and
this road is spending large sums of money
at New Haven to increase its facilities for
their freight. That the water transportation
between Bridgeport and New York for
heavy freigllls, 561/, miles is one dollar and
forty cents per ton, or two and one half
cents per mile. That the New York & New
Haven railroad charge fonthe same freight
over their read, 561/, miles $2.60 per ton, or
four cents and seven mills per mile, while it
carries freight as part of a through line of
1056 miles lo'or from Chicago for less _than
one cent and one mill per mile. ‘ Why I Be-
cause they are blindlyjcaloua of the existing,
road. It is not becausethcy envy its divi-
dends. It is not wholly because of dissatis-
faction arising out Ofpast management. It
is not because they doubt its ability to great-
ly enlarge its facilities for business for they
knowit should have done this years ngo.It is
because they feel that the vast and growing
manufacturing and general business inter-
ests of New England, should not be cmnpel—
led to confine themselves to one artery of
communication (and that an objectionable
one) with the commercial heart of the Amer-
ican continent. ,
It is because they desire that "the rapidly
increasing wealth and population of the
great city of N ew York should have every
possible facility afforded it to overflow into
Connecticut, building up her waste places,
dovelOpiug her splendid manufactoriug re-
sources, a'nd planting new villages and cit-
ies,where the green grass now waves on the
banks of her idlc streams. Thereby adding
to the wealth and prosperity and. power of
our beloved liitle state.
Why Mr. Speaker the people of Connec-
ticut believe in railroads. Believe in their
multiplication; believe when necessary, in
their dupllbanbn, because they believe in
their developing pow'cr.
Sir, the policy of the Nutmeg Slate since
reserve the power to decide upon the time.
Now with such good authority as this, with
the statistics of the N. Y. do N. H. road at
his back, it does seem tome that we will be
making haste but slowly if we grant this
charter and allow road No.2, to commence
Work at once.
The State is asked to contribute nothing
to it. Towns are asked to contribute noth-
to it. The old road is especially invited to
contribute nothing to it. Your petitioners
simply ask the right to build their own road
and pay for it out of their own pockets, be-
cause they believe they will receive a fair
remuneration for the money invested.
If the first sod should be turned to-mor-
row it will necessarily occupy some years
in its construction and every year its neces-
sity will be more apparent and pressing.
Does not common prudence demand that
we commence now and not wait until the
existing road is so glutted with business
as to be compelled to give its reluctant con-
sent. N o prudent man who foresees an inev.
itably approaching wunt will fold his hands
and waituntil his strait is actually upon
him, especially when volunteers stand ready
to relieve him at their own expense. .
‘Why Mr. Speaker and gentleman in big-
lapse of many years, not only a second but
agtllird road would be rcquircd,but he would
always vote adversely by the exact fit of
one majority, just so surely will this char-
ter come. The New York and New Haven
railroad company, the only mommy interest,
in fighting this measure so stubbornly is
kicking against the pricks and spending its
surplus funds for naught. Itwould be wis-
er to prepare for the coming event, by dis-
tributing the untold thousands that are year-
ly passing into the pockets of its lobbyists,
amongst those widows and orphans in the
list ofils stockholders of which they tell us
with such touching pathos, nor forgetting
in the distribution that most impecunious
orphan of them all, “Vanderbilt.”
But say the remonstrants we have had a
hard time of it. We have had to shoulder
enormous burdens in the past and it would.
be unjust to charter a new road and divide
our profits just as we begin to realize sub-
stantial returns on our investment. Will
Mr. Speaker through the fault of its own
officers and employees,and not through any
fault of the People, this corporation has had
some heavy burdens to bear. ' But,§Sir, I no

standing the periodical swellings of its cap-
ital from $3,000,000, to $9,000,000, it has
never deemed its lot so hard as ‘to ask the
public to come in and help bear the burden.
