The Air Line Railroad.
At a recent public meeting in New Ha-
ven, Mr.’ David Lyman made the following
statement in regard to the building of the
Air Line Railroad :—
He said that a little more than twenty
year ago the projected Air Line Railroad
was started, with its western boundary at
New York, and running through to Boston,
with a bridge at Middletowu, the road run-
ning through the northern part of Rhode
Island, and through Massachusetts to Bos-
ton. The next year the citizens of Hartford
succeeded in getting the draw~bridge clause
in the charter repealed. The directors of
the road went on spending money in Massa-
chusetts, and also in Connecticut, in grading
the road. They had at one time negotiated
bonds, as we are told, in New York, enough
to build the road, but a scrupulous governor
vetoed the act allowing the issue of bonds,
upon the ground that it was not right for a
railroad to issue bonds, but that the road
should be built upon the principle of stock.
Finally the whole of the work in Connecti-
cut was abandoned, and for a while they
were working slowly on the line in Massa-
chusetts. Only a few years ago the Hartford
and Fishkill road induced the Air Lin'e to
merge with them, forminga company called
the Boston, Hartford and Eric Railroad
Company, upon the condition that the com-
pany expend three millions Of dollars be-
tween Boston and Willimantic. The road is
running to Thompson, and has been for more
than a year, and it will be running in an-
other year to Williinantic, leaving only fifty-
two miles to complete the Air Line. The
charter for the road in Connecticut expired
in 1867. In the fall of 1866 my attention
few months in obtaining a new charter, and
in getting money to complete the road. The
man who settled my determination in this
matter was the late E. C. Scranton, the night
before his death. We ihook hands over the
road. He agreed to induce his friends to
take hold and help build. Last year there
was issued a call or a notice for subscrip-
tions for stock for the road. An agreement
had been made with parties to take the mat-
,ter in hand and complete the road, and they
insisted that a majority of the directors
should be in New York. For certain rea-
sons it was thought best to have them com-
plete the road, but a misunderstanding oc-
curred and it- fell through.
I am perfectly aware of the magnitude of
the work. It is no, boy’s play to build the +
Air Line road, and to raise three millions of
dollars, and to complete fifty-two miles of
road through the hardest part of Connecti-
cut. I am perfectly aWare of that. You
will say I have filly apprehended the diffi’
culties. I know of two or three precedents,
and these prccedents produced the same re-
sults as they will in this case. He referred
to the Boston and Albany, and other roads,
The great difficulty has been to raise all the
money at the start. The ordinary plan has
been to raise part of the money and borrow
on first-mortgage bonds,and then the whole
is sacrificed to get money to finish the road.
. Our road will cost about three millions of
dollars to build it to Willimantic. It’ will
not be as thoroughly settled as the New
York road, but it will be as strongly built.
' This sum includes the cost for a bridge of
the very best constructiql between Middle-
town and Portland. There is five hundred
thousand dollars subscribed in stock that
will be laid out on this road. We ask the
towns on this line to loan us their bonds to
an amount equal to five per cent. of their
grand list.
do this. All we ask of New Haven is to
loan us two and one-half per cent. of her
grand list. We propose to secure the towns
with second mortgage bonds made to three
trustees—two in New Haven and one in
,Hiddletown: These bands will be nego-
‘ tiablc at par. We use this money, so far as
it will go, until it has been worked out on
the road. The amount to be received from
the other towns is $600,000, and the amount
from New Haven $1,000,000,* making, in-
cluding stock, $2,100,000, which we propose
to lay out before the first mortgage bonds
are issued. We are authorized to issue
bonds for not more than one-half of the
amount laid out on the road. The pur-
chaser ia secured for double the amount of
the loan. These bonds will be worth par
anywhere. Having reached a point where
we can raise all the money we want, we can
can then finish the road. We hafi: made a
contract with responsible men. The road is
divided into three divisions—one from New
Haven to Prospect street, Middletown; one
from thence to a quarter of a' mile east of
the river, and the third from there to Willi-
mantle. If you will give us your aid, the
work shall be begun in thirty days, and be
completed to Portland by the first of De-
cember next, and to Willimantie in a year
from next July. The line is ttventy-six miles
shorter than the Shore Line Road. By the
means of this road the stone of the Portland
quarries can be laid in New Haven for half
the present price of freight by vessel.
Mr. Lyman stated that the cost of. build-
ing the road would be between $50,000 and
$60,000 a mile, and that the bridge would
cost about $250,000. The contract has been
made only for the grading and the masonry,
but the iron and the superstructure of the
bridge has not been contracted for.
‘ The city of New Haven voted not to subscribe the
money asked, and some other plan will have to be
adopted to raise the funds.
HOW TO BE a MILLIONAmE.—As there is
no loyal road to learning, so also is there no
short-cut to exceptional sfliuenee. It is im-
possible, according to statistics, for 1,000
men in the United States to grasp $1,000,000
a year. Or rather, such a grasp is im-
possible, for it would be a grab of all the
surplus yearly products of the Union. A
writer in the Galaxy, however, enumerates
a few Of the conditions, positive and nega-
.tive,which may be regarded as indispensable
to the average achievement of a millionaire’s
position :— '
You must be a very able man, as nearly
all millionaires are. .
You must devote your life to the getting
and keeping of other men’s earnings.
You must eat the bread of carefulness,
and you must rise early and lie down late.
You must care little.or nothing about
other men’s wants or sufferings or disap-
pointments.
You must not mind it that your great
wealth involves many others’ poverty.
You must not give away money except
for a natural equivalent.
You must not go meandering about Na-
ture, nor spend your time enjoying air,
earth, sky and water ; for there is no
money in it. -
You must not distract your thoughts from
the great purpose of your life with the
charms of art and literature.
You must not let philosophy or religion
engross you during the seculsr time.
You must not allow your wife or children
to occupy much of your valuable time or
thoughts. .-
You must never permit the fascinations of
ever small. - ‘
You must abandon all other ambitions
or purposes; and finally—
