instructions as have been or may be issued
by that Department.
In issuing this proclamation, I address my-

Intel, but also to the good and loyal people
fiereof, invoking them to lend their cheer-
ml, willing and effective aid to the measures
has adopted, with a view to reinforce our
victorious armies now in the field, and to
bring our needful military operations to a
prosperous end, thus closing forever the
hnutaine of sedition and civil war.
In witness whereof, I have. hereunto set
my hand and caused the seal of the United
States to be afiixed.
Done at the city of Washington, this 17th
day of October, in the year of our Lord one
thousand igbt hundred and sixty-three, and

vial; temptations to lutemperuic drinking
and gambling were always present, and
importuuate; we were a clique, by our-

was little better than a boy. The girl
that I married was thought to be a great
deal too. good for me by everybody but
herself, I was not intemperate then; and,

my better feelings. The attractions of
