CHAPTER xxvaI. ‘
An Act relatin to Electors and Elections in»
the town of orwalk.
Be it enacted by the Senate and House of
Representatives in General Assembly convened:
SEC. 1. All ofi‘icers annually chosen by
the town of Norwalk shall hereafter be
chosen by ballot, on or before the first Mon-
day 01 October in each and every year; and
for the purpose of choosing the same, said
'townshallhereafterbe divided into voting-
‘districts, which shall be the same as now by
i-l’aw provided for electors’ meetings in said:
town. And at all electors and annual town
meetings for the choice of town oflicers the;
P-ballot-b'oxes shall be opened for the recep-g
tion of votes, at seven o’clock in the fore-1
noon, and closed at five o’clock in the after-
moon.
:8 SEC. 2. At such annual town meetin , no.
other business than the choice of 0 core;
shall be transacted; but the selectmen shall
mall a meeting for the transaction of the or-
.dinary businessAOf the town, and such other.
business as may properly come before it,§
sometime in the month of December, in

LSEC. 3. The present officers of said town,
._exoept the assessors, members of the board
.ofr:relief and the registrar of births, mar-
riages and deaths, shall continue in ofllce?

ing; and said lists, with the marks or checks
upon the same, shall, within 24 hours after
the ballot-box is closed, be lodged by the

file and carefully preserved. And for his
services in preparing said lists, said town
clerk shall be paid a. reasonable conxpi llSil-
tion. by said town; and any voter 01‘ said
town shall be entitled to demand and receive
of said town clerk a copy or copies of
either of said lists so prepared, on paying
therefore the same fees as town clerks are
bylaw entitled to receive for copies of re-
cords. . .
SEC. 8. During every such annual town
meeting the selectmcn and town clerk shall
halo and remain in session as a board of
registration, in the first district, from the
opening of the ballot-boxes to the closing of
the same, at such convenient places as _they
may appoint, for the purpose of examining
and deciding upon all applications to be ad-
mitted to the privilege of voting at such
meeting. And every person so admitted
during said session shall be entitled to re.“
_' ceive a certificate of admission from the
‘ _town clerk, and on his presenting the .same}
ito-the presiding ofllcer of the district where
‘ ranch voter has his place of lodging, before.
the ballot box is closed,such presiding Officer
shall receive and keep such certificrte, and,
shall permit such person so presenting it' to,
vote, and shall enter such name upon the-

SEC. 9. The presiding ofllcer of each dis-iE
'trict at such annual town- meeting shall: re-;
ceive the ballots of all persons whose names:

hear other testimony, and if, upon such chill-g

SEC. 11. Immediately after the ballot-i
boxes are closed at such annual town meet-;
ing, the presiding oflicer and his assistant,
shall, each with the aid of civil ,authorit
and such other persons only as he shall elect?
proceed in their respective'districts to sort
and count the votes which have been given
in, in said districts; and the assistant pre-_
siding officer shall make a true certificate of.

SEC. 12. Nothing in this act contained
shall be construed to prevent mid town from
filling any vacancy that may occur at a time
other than the time of the annual meeting
for choosing ofllcers;' and in case of such.
vacancy so occurring, the same may be law-8
fully filled in such manner as if this act had:
not been passed.
SEC. 13. Any person who shall take afalse
oath before any presiding or assistant presidv
ing officer at any such town meeting, or hes
fore the board of-Tegistration, upon -__n. ques-
tionreferred to them under the tenth section
of .Fhifl act, shall be deemed guiltylof per-
jury, ‘aud shall be. liable to the penalties
thereof; and any person who shall wilfully
make any false statement, or 've any false
name or answer to any presi ing or assist-
antpreSiding officer or board of registration
while In session, in any matter relating to
the right of any person to vote, shall pay a'
fine of fift dollars, and be imprisoned in the.
county jai three months. - .
SEC. 14. If any member of the board of-
selectmen, or thetown clerk, or any presid-
ing or assistant presiding ofllcer of any such
annual tOWn meeting shall, without just or
form any of the duties prescribed by this;
act, he shall on conviction thereof, be sub-:
iect to a fine of three hundred dollars; and?
if any such member, or such clerk, presiding
0r assistant presiding oflicers, shall be guilt ~'
of fraud in performigg said duties, he shall?
be subject to fine not exceeding five hun-g
‘dred dollars, and to imprisonment in the;
county jail six months. ., .. 5
' SEC. 15. All acts and parts of acts, so far?
as they are inconsistent herewith, are hereby,
repealed. 5
