SEC. 1.. Allofilcers annually. chosen by
the. town of Norwalk, ,3shaIl ..hereaiter he
’OhOseil by ballot, on or before the first'Mon-
day of October in each and every year; and
for the purpose of choosing the some, said
town shall hereafter be divided into voting
- districts, which shall be the same as now by

SEC. 2. At such annual town meetin , no
other business than the choice of 0 cells
shall be transacted but the selectmen shah
call a meeting fertile transaction of the or-
dinarybusiness of the town, and such othelr
‘ businesses ma properly come before it,
some time int c month of December, in

, SEC. 3. The present officers of said town,
except the assessors, members of the board
of relief and the registrar of births,3mar-
3 ridges and deaths, shall continue in ofilde
until the first day of December, 1863, when
_‘ those chosen at the first annual meeting
held under the provisions of this act, shall
" asSume office, and so annually thereafter. ~
SEC. 4. The selectmen of said town shall
provide a suitable and convenient place for
voting in each district, at such 1 annual town
, meetings, and shall provide the necessary
ballot-boxes for the use of said districts,
. which boxes shall be used in said districts in
" the manner by law provided. And said so-
lectmen, in warning any such meetin , shall
in addition to the warning now reqmred by
law, give notice therein that ballot-boxes
. will be opened in each of the voting districts
of said town, for the reception oi votes,
stating therein the particular place in each
.1 district where such ballot-boxes will lie
2 opened; which warning shall be posted on
a public sign post in each district, at least
five days before the day of such meeting, or,
if in either of such districts there be no
such sign-post, then in some public and con-
spicuous place in such district.
SEC. 5. The name of each person who is
qualified to vote in such town meeting shall
. be registered in only one district at the same
time, which shall be the district wherein
such person has his lodging at the time of
such registration. And each person quali-
fied to vote shall give in his ballot in the dis-
trict wherein his name is registered, accor-
ding to the provisions of this act. 3
SEC. 6. At such annual town meetings
1 there shallbe appointed, in the same man-
neras for electors meetings in said town,
under the statutes relating thereto, a presid-
ing officer, who shall preside at the place Of
votin in the first district, and an assistant
presi ing officer who shall preside at the
place of voting in the second district; and
each shall perform all the duties and possess
. all the powers prescribed by such statutes
for such officers at electors’ meetings, except
as is herein otherwise provided. 3
SEC. 7. The town clerk of said town shall,
at least two weeks before the day of holding
each annual towu meeting for the choice of
town officers, prepare a list for each district,
as nearly perfect as practicable, oi the names
of all persons entitled to vote in such dis-
trict, which names shall be alphabetically
arranged in each list, and a written or print-
sd copy thereof, or a copy part printed and
part written, with the boundaries of said
district given therein, certified by said town
clerk, shall be posted by the selectmen, St
the place of voting and one other public and
conspicuous place in each district, at leaSt
-' five days'before the holding such annusl
‘ 'town meetin ; and to the list so prepared,
said town cler shall add the names of all
other persons residing in the respective dis-
.tricts, who are by law qualified to vote ‘at‘
the annual town meeting. After the severe]
.lists are thus perfected, the town clerk shall
. makea copy of the list of each district, to
be used by the presiding officer of such dis-
trict on the day of said annual town meet-
ing; and said lists, with the marks or checks
upon the same, shall, within 24 hours after
the ballot-box is closed, be lodged by the
presiding officer in the first district, in the
office of the town clerk, and there kept On
file and carefully preserved. And for his
services in preparing said lists, said town
clerk shall be paid a feasonable compensa-
3 tion by said town; and any voter of said
town shall be entitled to demand and receive »
of said town clerk a copy or copies bi
either of said lists so prepared, on paying
therefore the same fees as town clerks are
bylaw entitledto receive for copies of re-
cords. .‘
SEC. 8. During every such annual tow‘n
meeting the selectmen and town clerk shall
: be in andremain in session as a board of
.~ registration, in the first district, from the
Opening of the ballot-boxes to the closing of
the same, at such convenient places as they
may appoint, for the purpose of examining
and deciding upon all applications to be ad-
;--'~.mitted to the privilege of voting at such
meeting. . And every person so admitted
g-I during said session shall be entitled to re-
:g-celve a certificate of admission from the
- town clerk, and on his presenting the same
TI. to the presiding Officer of the district where
’ such voter hasIhis place of lodging, before
the ballOtI-box is closed, such presrding ofllcer
I_ shall receive and keep such ccrtificrte, and
shall permit such person so presenting it to
vote, and shall enter such name upon the
list in said district.
, SEC. 9.,Thepresiding ofiicer of each dis-
trict at such annual-town meeting shall re-
; ceive the ballots of all persons whose names

by the decision of such presiding officer, in
refusing to rccoivc any vote as aforesaid, on

is not a legal voter of said town, the presid-

registration shall decide such person to be a
legal ‘voter of said town, the town clerk
shall thereupon give to him a certificate of
the fact, and on presentation thereof to the
officer presiding in the district wherein he
has his place of lodging, his vote shall be re-
ceived. ' ~
‘ SEC. 11. Immediately after the ballot-
boxes are closed at such annual town meet-
,ing, the presiding ofilccr and his assmtant
shall, each with the aid of crvrl authority
and such other persons only as he shall elect
proceed in their respective districts to sort
and count the votes which have been given
in, in said districts; and the assrstant pre-
siding Ofiicer shall make a true certificate of
all the ballots given for the respective ofllcers
voted for in the second district, and shall
forthwith transmit such certificate, together
.yvithgthe votes received, ,and . the list. of
‘ Oters as checked, to the presiding'oiHCer iii
3 - (the first district; and thereupon the said pre-
siding officer, after having ascertained the
result of the ballots in the whole town, as
given in the several districts us aforesaid,

‘ SEC. 12. Nothing in this act contained
shall be construed toprevent said town from
filling any vacancy that may occur at a time
for choosing officers; and in case of sue
vacanc so occurring,,the same may beIIlaw-

SEC. 13. Any person who shall take a I‘d?

thereof; and any person who shall wilfully

SEC. 14. If, any inemberof, the board (if
