The President has issued a proclama-
tion declaring that those, persons of for-
' :eigh'ihit'th between the ages of 20 and 45
years Who have made oath of their inten-
' tidbit-to become citizens of the United

withiii the United States at any time du-
ring the contintiance of the present insur-
rection and rebellion, at or after the peri-

ther’ that no such plea of alieuage,
.. shall be allowed in favor of any such per-
' sou’who has declared his intentions to be-

The Difference.
There is all the difference in the world
between a lawful governmentmaking
’ overtures to the subjects of a friendly
6 Power'for gunboats, and munitions of
"‘t'war to put down an internal rebellion——
and-the rebels of this same Government
5; . making similar overtures and meeting
'Viyvith a ready and ample response. In
the'former case nothing is asked incon-
sistent with Law and the friendly rela-
“Iions existing between the two countries;
in the-latter everything that is asked is
V ' {Va violation of law, and the granting of
‘3' ”the favor sought is a direct rupture of
1 these relations between the ’legitimate
governments, and a sufficient, reasonable
I' :and just ground for a declaration of war
. by the aggrieved party.
England, in our case, has forgotten
- “that there is such a thing as law, public
_or municipal, and has blotted from her
tablets all the old memories of alliance
;! and friendship, that she might the better
‘ serve not only the rebel subjects of the
- 1 United States, but the rebel cause, which
’ she professes to abhor—upon which God
. himself has set the seal of his curse, and
ibifrom'which humanity shrinks in afi‘right

GEN. .FREMONT, in an able letter 0
the suject of the Pacific Railroad, makes
the following important suggestion. He
says:
”It would be a measure fruitful in
good results to occupy immediately on
the work of the road large bodies of the

men who are freed by the prolamation.
The fact-.that so large a number of our

- ~able bodied citizens are under arms, and
the consequent economy and the great

. rapidity with which the road could be

" driven forward by. the employment Of
these people, make this subject worthy of

_ the most liberal discussion. The road
-.'is nationai,and it is sufficiently obvious

, that considerations of great public utility

. ;. .are involved in this suggestion. Many of
