Legislative Cmu'testes.
In our Legislative Reports of last week,
we were Obligcd for the want of room to
omit the presentation speech of Mr. Judd of
Stratford, on the last day of the session, on
presenting to Mr. Speaker Carter, :1 silver
pitcher and salvcr, a tribute from the mem-
bers of the House. Annexed we give Mr.
J udd’s speech on the occasion and Mr. Car;
Ir’s reply.
Mr. Judd spoke as follows:
MR. SrnAkunz—The last moments of the
session have arrived, and these transpn'ing
ceremonies admonish us that the moment
tor our final separation is at hand. But a
brief period will elapse ere this House shall
have dissolved and brought- its labors to a
close. And, sir, it is with the utmost satis-
‘action, that. I bear testimony upon this occa-
sion, to the universal kindness and courtesy
that have pervaded in the supervision of the
:leliberatiOns of this House. I feel sure, sir,
that no poisoned arrow rankles in the bosom
ot‘nny individual member, and that none of
us go hence with other than the kindest
feelings toward one another, and toward the
Presiding Officer of this House. No jarring
elements have distracted our energies, other
than are to be expected in legitimate, and
honorable debate. This, sir, is owing in no
small degree to the ability, impartiality and
promptncss with which the duties of your
official station have been discharged. That
your decisions shouldat times conflict with
the opinions of indivulual members, in so
large an assembly, was no more than we ex-
pected. Yet, while we were convinced that
they were made in impartiality and in hou-
csty of:purposc and with the intention of fa-
cilitating the business and harmonizing the
action of this body, we were content. All
this, sir, we cheerfully and without the least
hesitation accord to your earnest endeavors.
And I fecljustiticd in so saying, on the part.
of and for >aeh member of this Assembly;
that if during its deliberations or in the heat
of debate, anything unkind, or in the least.
degree oli‘ensivc to your feelings has escaped
any One therein, it wasuot so intended; and
we hope and believe, SIr, that in the magna-
nimity of your spirit it will be overlooked
in the future and forgotten.
Mr. Speaker, I have been charged by this
honorable body, vcr which you have presi-
ded so faithfully and w‘cll, with the pleasing
duty of presenting you with this lasting me-
morial ofour high consideration and csIecIn.
Carved as it. is, sir, in this enduring silver,
we hope, Sir, you will accept and preserve
it, and that it will remain to yourself and
your posterity, through the long coming pe-
riods of time, as a precious memento of the
esteem and confidence in which your memo-
ry is held by the members ofthis House.
Take it, sir, take it, Mr. Speaker, as the
