On the 11th ult. the British, French and General, Butler for the privilege of ship- ping three thousand hogsheads of sugar, al- Thc General replied on the 12th, refusing the request, and adding: that for the future you gentlemen may know exactly the position upon which I act in re- gard-to foreigners resident here, permit me ' to explain to you that I think a foreigner here has not one right more than an Amer: ican citizen, but at least one right less—_z. e., that of meddling or interfering, by_ dis- cussion, vote or otherwise, with the affairs of the government.” Subsequently, the General held another conference with the Consuls of Spain,Franco, Belgium, Greece, Italy and Switzerland, all of whom protested against the order requi- ' ring the oath of allegiance from all persons who desire protection for their property.— Geueral Butler replied to this protest in an able legal argument, with a sharp military ring at. the end. After correcting the mis- apprehensions Of the Consuls—which he ac- counts for by attributing them to “the faith- lessness of the Englishman who translated the order to you, and wrote the protest”—he concludes thus: “Now, if any citizen or foreigner means to ‘ couceal’ rebellious or traitorous acts against the United States, in the sense above ‘ given, it will be much more for his personal comfort that he gets out of this department at once. . . “Indeed, gentlemen,” If any subject of a foreign State does not like our laws, or the the administration of them, he has an imme- diatc, effectual and appropriate remedy to his own hands, alike pleasant to him and 'to us; and that is, not to annoy his COUSIll'WItll , complaints of those laWS, or the administra- tion of them, or his consul wearying the au- thorities with verbose protests, but simply to go home—‘stay not on the order of his gomg, but go at once.’ Such a person came here without our invitation; he will be parted with without our regrets. . _ “ But he must not have committed crimes against our laws, and then expect to be al- , ,lowed to go home to escape the punishment of those crimes. 9‘- I must beg, gentlemen, that no argumen- _ tative protests against my orders be sent to me by you as a body.
