The following Extracts from General Or-
ders No. 65, current series from the War
Department, are published for the informa.
tion and government of those concerned ;
"‘Furloughs will not be given by Captains
of Companies or Colonels of Regiments, on
any pretext whatever. A furlough from such
authority will not relieve a soldier from the
charge of desertion.
Enlisted men absent from their Regiments
without proper authority,are in fact desert ers
and not only forfeit all pay and allowances,
bu‘trare subject to the penalties awarded by
law to such ofl‘enders. No plea of. Sickness
Or other cause not officially established and
no certificate of a physician in CNN life, un.
less it be approved ’by some ofllccr acting as
a Millitary Commander, will hereafter avail
to remove the charge of desertion, or procure
arrears of pay when a soldierhas been mus-
tered as absent from his regiment without
leave.
When no Military Commander has been
appointed, the Senior Officerof the Army on
duty as Mastering or Recruiting Officers in
the place, is hereby authorized and required
to act in that capacity until another may be
appointed." ‘
- All soldiers belonging to the Connecticut
‘Volunteer Force who are at home on far-
lough, and are able to return to their respec-
tive Companies, are directed to make imme-
diate application to Lieut. Col. WILLIAM A.
AIKEN, Quartermaster-General, Hartford, for
transportation, which will be furnished, with
instructions where to report.

ture of the rebel batteries on White river,
Ark., makes the fifty-fourth victory to the
' Union arms since the first of February, or
‘ One in sixty-four hours for near] four mos.
'4-The unanimous rejection of en. Shields
‘ as Major General by the Senate is Said to
have been in consequence of the belief that
he is either insane or incompetent. Many of
the officers, medical and military, nearest to
the person of Gen. Shields for some time
past, have been ready to bear testimony to
his insanity. . _
—'——The bells which the people of Loursrana
contributed to make cannon for the rebels,
~ under Beauregard’s proclamation, arrived at
Boston on Saturday. The were found in
the custom house at New rleans, and are
reported to be worth $50,000.

Death of Maj. Dimoek.
The flags Of the city hang at half must to-
day for the death otfinother gallant officer
from Connecticut. j. Judson S. Dimock,
son of J. W. Dimock, Esq, of this city, died
of Peninsula fever in Baltimore at 4 O’clock
Sunday afternoon. He was Major of the 82d
New York Regiment, and was in the army
-- before Richmond at the time of the battle of
Fair Oaks. He drove on to the battle field
in a carriage, though then sick with fever,
intending to take part; but was ordered back
' to hospital by the surgeon. .
Ma'. Dimock was formerly Brigade Major
and nspector in the state militia, and was
- for some years clerk in the Office of the Sec-
retary of State. He resided in New York, at
the commencement of the war, where he
leaves a wife and two children. He leaves a
large circle of friends to mourn his 101535.

The National Tax Bill.
This important bill—a bill of greater mag-
nitude and scope than any of its character
ever before keown in this country—has pass-
ed both Houses of Congress by a decisive
vote and only needs the signature of the
President, to become a law. The bill is very
lengthy, but taxes are imposed On the follow-
in classes of property: '
fret—A tax on persons and corporations
en ged in certain pursuits, for licenses.
‘ gcond—A tax on manufactured articles,
products, 850., to be paid bythe manufactur-
er or producer when he sells such articles or
products. _ _
Third—A duty on incomes of. individuals,
railroad and steamboat companies, public
Officers and others.
Fourth—Duties to . be paid for stamps,
which the bill requires to be affixed to cer-
tain papers, medicine, documentsrdrcr

Lowell. A short acquaintance With the
