Mr. Gallup called up the “h lowage Bill,”
the special order for 10 o’clock, (it now be-
ing nearly 11 o‘clock) stating that he did so
to kill the above resolution.
. The bill being before the House.
“Mr. Gallup made a speech in oppositionto
it, reviewing the remarks of Mr. Adams, and
citing instances in comparison.
The Speaker stated the question before
the House is on the amendment proposed
yesterday, adding to the third section the
words “and other land or property that may
be injured thereby”, after the word “over-
flowed” rejected.
Mr. rear then moved ,to amend in the
second section after the word “height" by
adding the Words, “and of the prOperty in-
jured and of the nature of the injury,” and
again, in the same section, the words, “any
person injured by such dam” after the word
“aforesaid” in the first line. ,
Mr. Chapman suggested that the w ofil
injured" was indefinite as it now stood ; he
moved to insert after the word “persons” the
words “who may be.” Accepted by- Mr.
lTreat, the mover of the original amendments
-—and the amendments as amended by Mr.
Chapman were adopted.
-’ The question now is on the passage of the
bill as amended.
The bill was‘f‘urther amended by striking
out in the second line of the third section the
word “recorded" and substituting the Word
“rendered.
Mr. Chapman proposed to amend in the
third section, in the ninth 1 inc, by striking
out the word “utility,” so as to make the bill
read “public use.” He claimed that the
word “use had a certain significance, while
the term ‘utility’ was unéertain. The amend-
ment prevailed.
On motion of Mr. Adams the matter was
made the special order for Wennesday next,
at 10 o’clock, A. M.

THE NATIONAL ExPENDITUREs.——Tl_ie
speech of Mr. Dawes of Massachusetts in
the House of Representatives in reply
to Mr. Voorhees of Indiana, was a
complete vindication of the Government
against the attacks of the semi-secesh clique
in Congress. The Tribune says that, pre-
senting afinancial statement, understood to
be semi-official, of the expenditures of the
Government since Mr. Lincoln’s accession,
he showed that the entire national debtup to
Friday week amounted to less than $500,060,-
000, instead of nearly $1,200,000,000, as sta-
ted by Mr. Voorhees. He also showed that _
aside from the War and Navy Departments
the expenses of the Government under Mr.
Lincoln have been less by over $8,000,000
than the average yearly expenditure for the
some branches of the Government under Mr.
Buchanan.

armory is about 1100, and the pay roll
amounts to nearly $50,000 a month. The
value of the machinery and tools in the old

‘ It becomes the sorrowful duty ofthe. Com—
mander-in-Chicf to make to the militia and
the volunteers of the State now in the field,
the official announcement of the death of
'Colonel ALBERT W. DRAKE, of the 10th Reg-
iment Conn. Volunteers. .
On the breaking out of the rebellion, Col-
oncl Drake, impelled by a sense 0fpi1Il‘lOlJC
duty, abandoned a profession upon which he
had just entered under favorable auspices,
left his home and served with fidelity as a
Lieutenant during the three months cam-
paign. .
At the battle of Bull Run be exhibited the
firmness and coolness of a veteran On his
discharge, he engaged in organizmg a com-
'pany for three years service, was promoted
a field office and went again to the scene
of nfiict. Upon the death of Colonel Rus-
se on the battle field of Roanoke Island, he
took command of the regiment, and for his
bravery and soldier-like bearing on that oc-
casion, as well as in the battle of Newbern,
won the respect and confidence of his supe-
rior officers and the affection of'liis command.
He died at his home in South Windsor, on
the 5th inst. of an insidious disease, the vio-
lence of which was undoubtedly increased
by his exertions in the field '
Col. Drake leaves behind him a bright rec-
ord of'unsnlled honor and unselfish patriot-
ism, and the State mourns the loss of a noble
officer.
The Commander-in-Chicf directs that these
orders be read at the head of every Conn.
