is to enable the poor mull—the German,
the American, the Irishman—it nlattels
not from what country he comes, if he is
desirous of making a home on our public
lands, and make it all his own, paying
little or nothing therefor. To the pOOI'.
struggling settlers of Iowa and Wiscon—
sin,snch a bill would be the greatest bles-
ging that could be bestowed “P0“ them.
To the poor man, who cannot support
himself in the cruivded end: such a bi"
Opens hope,,freedom and ind¢P°“de“ce—‘
those things which every laboring man so
much desireg_ What possible objection
could there be to such a beneficent meas-
ure ? Let the Western lands thus be cc-
cupied by actual settlers as they would
be in a short time, by the Operation of
such a laW, and a tide of commerce be-
tween New England and the West is at
once opened. The independent farmer
on the prairies of the West will be quite
as likely to need a carriage as the scion
of a wasted Southern aristocracy with
plantations still more wasted than his ar-
istocracy. So that those who remained
in New England would be blessed by the
West, where the .honest laboring man
could enjoy the truest freedom that was
ever given to man since human society
assumed shape. '
,Laboring men of Connecticut, is not
such a measure just what you need, either
for your selves or your friends? Is not
that party which sustains such ~a measure
the true friend of labor and the working
man I There can be only one answer to
these questions. Now look at the vote
on the passage of the bill in Congress.—
There were ill the House 120 yeas and
76 hays. ' Every Republican vote was
cast for the bill except three. And of
the Northern Democracy who voted
against, the bill,‘we find Arnold of the
New Haven District, four from .New
York, one from New Jersey, nine from
Pennsylvania, five from Ohio, four from
Indiana, and so on thro’ the States.—
When the bill came lo the Senate, the
question was, shall the Homestead bill
be passed, or shall the bill to purchase
Cuba be taken up 1 Or, as Senator
'Wade expressed it, the issue was “ Land
for the-Landless vs. N iggers for the N ig-
gerless.” Nineteen Senators voted for
the Homestead bill to’ give homes to free-
men. Seventeen of these were Republi-
cans—two Democrats one of whom,
Broderick, died an enemy to the Admin-
istration. Twenty-nine Senators voted
for Cuba—for N iggers for the Niggcrless
—for bringing into the Union hundreds
of thousands of slaves to ,balaucciiu rep-
rgentation in Congress the freemen of
the North—voted for all these, but to
put off for that seSsion the Homestead
Bill. These twenty-nine were all Dem-
ocrats. The slave power demanded the
sacrifice .of free labor. to the interests of
slavery, antithe Democracy North and
South did not hesitate to obey. Yet
this party, the tool of a cold blooded, sel-
fish, aristocratic oligarchy of the South,
professes to be the friend of the poor
man. ‘
Well did Mr. Cavanah, a Democratic
Representative from Minnesota; whose
constituents needed this bill, say in the
Halls; of Representatives, after the bill
I had been defeated, “ I say it frankly—~I
say it in sorrow, that it was to the Re-
publican side ’of the house that we were
compelled to look for support of this just
and honorable measure. 1, air, have in-
herited my Democracy; have been at-
tached to the Democratic Party from
my boyhood ; but, sir, when I see South-
ern gentlemen come as I did today, and
refuse by their votes. to aid my coustitu-_
eats—refuse to place the actual tiller of
the soil—the honest, industrious laborer
beyond the grasp and avarice of the spec
ulator, I tell you, sir, I falter, and "I hes-
itate .’— Courier.

Horizontal Wells.
Why not, in hilly and mountainous
regions, have all our wells, fountains, by
digging them horizontally into tllc hill-
sides '! Mining after coal in Pennsylva-
nia and gold ill California has clearly il-
lustrated the fact that ,wells may be dug
' info hillsides, or banks, or bluffs, as well
1.v.;l or horizontally us .down perpendicu-
larly, so that every unlucky thing falling
into the water-beconu-s a portioll of the
contents of the wolf. Very many of the
dairy farm houses in the Empire Stale
may be supplied with! water from the hill
by means of the artificial fountains we
are describing. A'so dry pastures may
11:ch such Wells, and the water gathered
ill a trough as naturally as if it had al-
ways flowed there.
Much dangerous and severe labor may
also .bc saved in drawing the dirt by
Windlass from the well. \Vutel', so very
troublesome in conundn wells, has not I. .

of a hill or anywhere as much below the
surface as a common shaft would be like-
-ly to be sunk.
How much labor and cost in bringing
springs ill logs or pipcs from dislaut fields,
and in the end only having secured semi-
cold water of not half the value for the
dairy it had as its service, might llnve
been saved by a trial of the horizontal
Well. The California, Farmer endorses
their efficiency, and urges farmers to cor-
struct them wherever practicable. The
construction is simple and hardly need
be described. When the location is cho-
sen, let it be so that the course of the,
well may rise a few.inches as it progress-
es, that the water, ins‘cad of running lll,
may run out. If it should be sandy or
gravclly and the arch incline to full,plank
must be used to support it. "The labor
can be performed ill a wet time or ill
winter, as the water runs away from in-
stcad of into the work, The dirt is casi-
ly removed with a wheel-barrow. The
stoning may be with an arch in dimen-
sions sufficient for the entrance of a man
or m 2y a drain or gutter to conduct the

In all acute diseases, such as Revers, luflammatlons,
Diarrhea, Dysentery, Croup, Rheumatism, and such erup-
tive diseases as Scarlet Fever, Measles, and Eryslpelal, the
advantage of giving the proper remedies promptly is ob-
