The troops of the garrison at Constanti-
nople are confined to their barracks, and
reinforcements have been called in from the
neighborhood. Strong patrols prevent all

letter from Bucharest, of the 16th, gives
qcry serious news. Russia. has replied to
the last propositions of peace made to her,
by a fresh movement of forces and by ex-
traordinary warlike measures.
According‘ to the instructions received
from St. Pctersburg, the army of invasion
of the Danubinn provinces is to be increa-
sed to 240,000 men. A great number of
general ofiicers, recently appointed to com-
mands in that army, have just joined and
entered on their duties.
The London Morning Chronicle of the
7th January says : “ It is generally thought
both in London and Paris, that the Emperor

whose death he is charged with having cau-
sed. They were Italian patriots, cud suf-
fered in the cause of freedom. It is also
charged that their execution was attended
with the most excruciating tortures! A
general denial of these charges has been
made by the friends of Bcdini, but nothing
has been brought forwaad which relieves
him froln the odiuin of these allegations -

ch amcter from the crime of fifty aggravated
murders! I If they ' can do it, it is fully
time they had set. about their work, for if
we may judgefrom present indications, M.
Bedini will find this country too hot for
comfortable living! Wherever he goes, a
public tumult is excited. _ He -has been
burnt in effigy in Cincinnati. ‘As soon unit
was rumored in New Orleans that he was to
yisit there, the excitement was intense ;
flaming llandbills were posted, in all the
different languages, and it was expected
that tumult and bloodshed would have at-
tended his coming. The same same excite-
ment attended him at the cities at the \Vest.
Also at Baltimore, he was threatened in a‘
bold and deter-‘mined manner, if he should
visit that city.’ We do not believe this
general hostility to Bedini is founded upon
groundless charges. The silence of his
friends favors this belief. If they can clear
him, it is their duty to do it.

we have been willing to accept the professions

, regard the foreign and domestic policy of
the Adrninistmtion, in good faith, and those
professions have, in the main, met with our
cordiul approbation. Since the Presidential
contest of 1852, there has really been ‘ but one
subject of domestic policy, in vvllich the whole
nation is interested. but upon that one subject,
the interest is, and has been of the most in-
tcnse,ua.y, at times, of the most painful charac-
tcr. We allude, of course, to the Slavery
question, on which good, wine, and moderate
men may, justly, almost fear to meet, and one
which, we had hoped, we might not be called
ill our day to meet again. On three special
occusiogs, in'tlle history of this country, have
our stufcsnen and legislators been called upon
1:9 grapple with this formidable subject, and
three timel!,'in the spiri: of wise and patriotic
Compromise, have they overcome its‘ dilliclll-
ties. One offthe results of, the tlrst of these
occasions was the celellnted ordinance of 1787'
prohibiting slavery in then North-west ter-
ritory, now comprising the States of Ohio, In-
diana, Illinois, Nichigal afm__1. iisconsin. The
second occasion‘ was the passage ‘of the Missou-
ri compromise in 1820, whereby slavery was
prohibited in all the territory west of the,Mis-
‘ llissippi, acquired from F rance by the purchase
of the Louiaisni Torrilory and lying north of
latitude 36° 30., The third and last was the
compromise of 1.850, the cardinal principle of
which is, that whatever future states may be
i admitted into the Union from the filerritory
obtained from Xexico, by the treaty of Guad-
alupe Bidulgo, shall be receivadwilll or with-
out the institution of Sliver)“ us‘ the inhabi-
tants thereof in forming their Stile Constitu-
