said estate for two years from the time when such dis-
charge shall be decreed.
1’rom'dcd, That no claim accruing from breach of con-
tract shall be in any manner affected by this act, where
such debtor has been guilty of any fraud or breach of
trust in the transaction. In determining whether such
estate shall have paid fifty per-cent on the claims against
It, the cou.It of probate may receive evidence, upon the
application of such debtor, of any actual payments on
such claims from the proceeds of property of such debt-
or out of this State, and in settlement in any other
Stetc for the benefit of creditors, and of any nctulll pay-
ments from any other source ; but nothing shall be In-
ken into consideration, aside from fqc propcrf y in settle-
ment in this State, except such actual paynieuts, and
the settlement of such estate shall not. be delayed on
account of unsettled estate in any other Suite or Status.
But. upon application of such debtor for a full discliiirge
from the debts above described under thc pi-ovisioiis of
this act such debtor may show to the court of probate,
by proper documentary and other satisfactory evidence,
the amount of the net proceeds that may reasonably be
cxpected from such estate so in settlement in other
States ; and if the court shall be satisfied that such on-
tate will pay enough, in addition to the amount actually
paid by the estate in settlement ih said court of probate,
to make in the whole the sum of seventy-live per cent
upon the claims allowed against said estate, then such
court shall grant such full and final disclixirgc in the
same manner as if said estate had actually paid the sum
of seventy per cent. upon said claims.
SEC. 11. The certificate of discharge, granted by the
j udgc of the court of probate, under the provisions ofthe
next preceding section ofthis act, shall he in substance

SEC. 12. No discharge of any debtor under this act
shall release or dischargeany person who may be liable
for the some debt, as a partner, joint Contractor, drawer,
endorser, surety, guarantor or otherwise. for or with
such debtor.

shall have been obtained by the false swearing, swearing,
or other fraud of such debtor.
SEC. 13. In any case where an assignment shall be
made to any trustee, or a trustee shall be appointed by
the probate court under the provisions of this act, and
such insolvent debtor shall have been at the time ofsuch
assignment or of the application for such appointment,
possessed of any interest in real estate, or in any bank,
railroad or other stocks, or in any property wliiitsoever,
(except real estate lying out of this Statc,) which shall
require any separate conveyance or transfer, and such
debtor shall neglect or refuse to execute the proper in-
siruments for the conveyance or ti~aiisf'(-r of said proper-
ty. then it shall be the duty of said trustee to procure
certificates l'roin the judge of the probate court in which
such (-state is in settlement, stating briefly the proceed-
ings that have been had with regard to such estate, and
that all the property of such debtor has become vested
in such trustee, for the benefit ofcreditors, which certifi-
cates it shall be the duty of such trustee, as soon as it
can conveniently be done, and within one month after
such assignment or appointment, to have recorded in
the records, and on the books where the conveyances and
transfers of said property, if voluntarily made by such
debtor, would properly have been recorded, and the title
of such trustee to said property shall be, in all respects,
as complete and perlcct as if the same had been conveyed
or transferred to said trustee in proper form by said debt-
or, and such conveyances or transfers had been properly
rccorded.
SEO. 14. Any debtor whose estate is in settlement un-
der the provisions of this act, may be cxiiimned, and in
all respects proceeded against for the recovcry of proper-
iy claimed to be retained or concealed by him, and which
belongs to such estate, under the provisions of the 7241
-'CCIldll of the act of the Revised Statutes, ciitifled, “ An
let for the Settlements of Estates. testatc, intestate, and
insolvent. ;"’ and upon ll refurzal to deliver up to the trus-
fce any and all property belonging to such estate, that

or within his control, ("except such as by the ncxt section

under this section, either party may introduce other fes-

nation, be excused from answering any question, on the
ground that such answer will tend to convict him of

Si-:0. 15. The household furniture of a debtor whose es-
tate is in settlement under the provisions ofthis act. and
which is used by him in house-keeping shall be ciiibraccd
in the inventory of such estate. and shall be appraised
with the other assets oft-inch debtor ; and said court of
probiile shall set out to said debtor so much thereof as
shall be necessary to the convenicnc and comfort of said
debtor and his family, not exceedingin value thrcc hund-
red dolliirs ; and the remainder thereof shall be permitted
to remain, subject to the claim of the trustee or trustees
of said estate, in the }~O.'lSeSSl()Xl ofsuch debtor, until a
siile ofthe same is ordered by the court, and a special
order shall be required for the sale of the same, which
shall not be made, it‘ such debtor so reqiicst, until after
an order has been made for the sale ofall other property
of such estate. and such debtor may redeem Sllcll furni-
ture, at any time before such sale, on payment. of seven-
ty-fivc per cent. of the sum at which the same is ap-
praised : provided, that the amount thus paid shall not
be, in the whole, more than two hundred dollars below
the appraisal : provided also, that if such debtor shall
make, or attempt to make any disposition of such furni-
ture inconsistent with the right of said trustee to the
szime, or shall attempt to remove the same out of the
Stiitc, it shall be thcd uty ofsuch trustee to fake posses-
siunof the same, and proceed therewith as with the other
property of such debtor.
SEC. 16. The trustee of any estate in settlement under
the provisions. of this act, may bring any suit or suits
that may be necessary in the nettlenient of said estate,
upon any contract, book account, or claim of any kind
belonging to said estate and accruing to him in his right
as trustee, in his own name as such triistee, whether
such contract-, account or claim, stand in the name of
such debtor or ofany other person. And said trustee
may, under the direction of the court of probate, submit
to arbitration in the usual form or compound, and settle
any doubtful or disputed claim in favor of said estate,
and any such claim against said estate that would not
properly go before the commissioners on said cstafc.
SEC. 17. The time limited by the court of probate for
the creditors to exhibit their claims against any estate
in settle-inent in said coilrt-, under the provisions of this
fl ct, sliall not be less than two, nor more than six months;
and suclrcourt shall order notice of such limitation, and
of the names of the commissioners appointed on such es-
tale, and of the times and places of their meeting to re-
ceive claiuis against said estate, by publication for One
week in two daily papers, or for one month in two week-
ly papers published in the place, or nearest to the place
where said estate is so in settlement, and by posting on
the nearest sign-post, and by such other notice as the
court shall deem proper, and a copy of such notice shall
also be sent. by mall or otherwise, to every known credi-
tor living without said district, within one week after
such order is niiidc.
SEC. 18. All debts duo from an ' insolvent, whose estate
is in settlement under this act, or any labor pcrfornicd
T0!‘ Sllcli in-‘wlvont within six months next preceding the
institution of such proceedings in insolvency, shall be
paid in full, if less than twenty-five dolluri-i, or to the
amount of twenty five dollars, ifof greater amount, be-
fore thc general liabilities of such debtor are paid, and
shall rank next before such general liabiliiies to the ex-
tent uforcsaid, in the order of payment.
Size. 19. If any crediior shall present a claim against
any estate in settlement under the provisions of this
act, who has any security for such claim, by any mort-
gage, pledge, attachment or other lieu upon any proper-
ty belonging to said estate, it shall be the duty of the

value of such security, and report the siinic to the court

BE it ordained by the Warden, Burgesi-ies
and Frecmen of the Borough of Norwalk:
First. That if any person shall obstruct or
cause to be obstructed any of the Streets or side
walks in the Borough, so as to make the public
travel less convenient thereon, such person shall
forfeit and pay to the Treasurer of the Borough,
the sum of Five Dollars ($5) for each and eve-
ry such offence.
Second. If any person shall continue any
such obstruction, such person so continuing,
shall forfeit and pay to the Treasurer of the
Borough, for the use of the Borough, Five Dol-
lars (S5,) for each and every day that he shall
so continue such obstruction.
Third. If any person shall place or cause to
be placed in any of the Streets or public places
in the Borough, any offal, filth, shell fish, shells
or any other matter that shall be noisome or in-
jiirious to the health of the inhabitants of the
Borough, such person, so offeiiding, shall forfeit
and pay to the Treasurer of the Borough, for
the use of the Borough, the sum ofFive Dollars
($5,) for each and every offence,

E it known that we the undersigned, citi-
zens of the State of Connecticut, have as-
sociatcd and do hereby associate ourselves, as
ii. bodv politic and corporate, under and pursu-
ant to the provisions of Chapter XIV, of Title
III. of the Statutes of the State, the same be-
ing entitled, “ An Act concerning communities
and corporations,” and under and by the fol-
lowing Articles of Association, viz :

be the " Winnipauk Company.’
Am‘. 2d. The capital stock shall be one hun-
dred thousand dollars divided into four thou-
sand shares of twenty-five dollars each.

ration is established is the manufacture of fab-
rics of cloth, of wool, cotton, or other material
by felting or otherwise, and conducting and
carrying on the business necessarily connected
with and incident thereto.
ART. 4th. Said corporation is to be subject
to all the provisions of the aforesaid statute
and all acts made, or to be made and passed in
addition thereto, or in alteration thereof‘.

(liimry En-glish and Scientific branches, with
the Latin, Greek and French languages. Young
men may be fitted for any class in college ;‘ and
it is the design to furnish all with the best fa-
cilities for acquiring il. thorough and practical
education. Diplomas will be awarded those
who complete the regular course. Particular
attention is given to the moral as well as men-
tal training of the pupils.

The Academic year is divided into two terms
of twenty-three weeks each ; and begins Mon-
day Sept. 12th, 1853. There arc two vacations
of one week each, at Christmas, and in the
Spring; and one of four weeks in the Summer.
