error:-5. when said court of errors, is not in session, or
said court when in session in any county in the State,
inay, at his discretion, or at the discretion of said court,
order and direct that any cause. pending in said court in
any county. shall be liearrl and tried in an_\' other coun-
ty. and thereupon such cause niay be heard and tried in
sucli other county, at such time as such judge or court

Sec. 2. The order made as herein before provided shall
be lodged with the clerk oi" said court in the county in
which said cause is pending and be by him recorded.
SEC. 3. This act shall take effect on and after the day
of its passage.

SEC. 1. That whenever any judge of the county court,
by reason of sickness. disability or other cause, shall be
unable to act, or by rea son of interest in the matter pen
ding before such judge or court, or by reason of relation-
ship to the party or parties in in terest therein, or for
other cause, Shall be disqualified to act, or shall decline
to act in any matter pi.-nrliug before such judge or court,
or to be brought before linn as such judge, such judge
may call in and designate, any other judge of tne coun-
ty court in this State to act therein ; and such judge so
called in and designated. as aforesaid, shall have the
same powers as the regular judge ofsuch court otlier-
wi.-ie would have.
Size. 2. This act shall not be so construed as to pre-
vent the parties from agreeing upon a justice of the
peace to act instead of such jiidge, in any case where
they may so agree, b_v virtue of existing laws.

courts of their respective districts ; and the expense
thereof shall be autiteil by the said judge of probate '
and when so audited, approved and apportioned, shall
be paid byothe town or towns composing such district,
in proportion to their last several asscssinents, upon the
order of said judge of proliate.
SS1-:0. 2. Whenever, in the opinion of‘ any judge of
probate -, and when so audited, approved and apportion-
e-d. shall be paid by the town or imvns coinposing such

upon the order of said judge of probate.
Si-:o. 2. Whenever, in the opinion of anyjudge of pro-
bate, it shall be necessary to provide a fire-proof build-
ing, or :1 fire-proof safe or safes, for the safe keeping and
preservation of the probate records of his district, he
shall be autliorizeil, and it shall be his duty, to summon

Be it enacted by the Senate and House of Representatives -in

SEC. 1. That the first and second sections of “ An Act.
in alteration of An Act concerning Crimes and Punish-
meuts, approved, June 22d, 1860, be and the same are
hereby repealed.
SEC. 2. This act shall take effect upon the day of 'its
passage. ‘

Be it enacted by the Senate and House of Representatives in
General. Assembly oonicried .- ,
That whenever. in the opinion of the grand juror of any
town, or the prosecuting officer of any county or city in
this State, it shall be deemed important to ascertain the
cause ofdeuth ofpersons found dead under circumstan-
ces justifying the suspicion that such persons may have
died from violence or poison, such grand juror, or pub-
lic prosecutor, may employ some competent person or
surgeon to make :1 post morfem examination of the bodies
of such deceased persons,.to obtain the proper evidence
in relation to the death of such persons, and the cause
of such death ; and whenever such examination shall be
made by the direction of the proper authorities as afore-
said, 9. reasonable compensation shall be allowed there-
for. to be paid by the State ; and the superior court,
upon proof that such service has been rendered, may tax
and allow the same.

An Act in addition to “An Act concerning the Domestic
. Relations.”
Be it enacted by the Senate and House
General. Assembly convened :
SEC. 1. Whenever any married man shall have aban-
doned, or shall abandon his wife, he shall be deemed to
have abandoned his right to the custodv and control of
her property, and to the rents and profits of the same
and said property shall thereupon immediately vest iii
the wife, and shall be to all intents and purposes hex-
sole estate. .
SEC. 2. Whenever any married woman shall have been
abandoned by her husband, it shall be lawful for her du
ring the continuance of such abandonment, to transact
business in her own name, and to sue and be sued in all
courts of justice, as though she was single and unmarried.
SEC. 3. This Act shall take effect from its passage.

An Act in addition-to “ An Act concerning the Driving of
Carriages and the Management of Steamboats.”
Be it enaded by the Senate and House qf- Representatives in
General Assembly comened :
SEC. 1. It shall not be lawful for any steaiiiboat, or
other vessel propelled by steam, to approach, or pass any
of the wharves, on either side of‘. the Mystic river, be-
tween Mystic bridge and a point two hundred yards south
of the wharf of Joseph S. Avery, at a greater rate of speed.
than four miles per hour ; and ifany steamboat or vessel
propelled by steam shall violate this law, the person in
command, on being duly convicted thereof, in the county
court, shall pay one hundred dollars, one-half to the per-
son, who shall prosecute the same to effect, and the oth-
er half to the county treasurer, and shall also be liable
to three-fold damages to the person whose property shall
be injured thereby.
SEC. 2. This act shall take effect, and go into operation
on the first day of August, 1853.

An Act in alteration of “ An Act concerning Education.”
Be it enacled by the Senate and House of Representatives in

That all monies received b_\' the school societies of this
State, from the public treasury, in conformity with the
57th section of the “Act concerning I-Education,” may be
applied and expended ui paying for the services of teach-
ers, for the year ending on the 31st of March, instead of
the 30th day of September, in each year.

School District Meetings.
Be it enacted by the Senate and House of Representatives in
Gemral Assembly convened .-
Si-:C. 1. All meetings of school societies or school dis-
tricts which have been held in any of the school societies
or school districts ofthis State, since the fourth day of
July, A. D. 18 1, which were informal and illegal, by rea-
son of the neglect ofthe school society or school district
committee, to leave a duplicate of the warnings, flint
have been posted in any such school society or school
district, calling any such school society or school district
meeting, with the clerk of such school society or school
district, shall notwithstanding such neglect and omission
be, and they are hereby declared to be valid and legal
meetings, and all votes, which have been passed at any
such meeting that were in other respect.-i confomiuble to

. SEC. 2. This act shall not affect any suit now pending
in any of the courts of this State, and shall take effect

Be it enacted by the Scnulc and Hans:
oint ii committee to make the sale, and may make any
other ni-ces:-iary to protect the rights of all persons inter-
ested, aiidcarry the sale into full effect. The money
arising from the sale, after the payment therefrom of
such reasonable cost and expense as the court may di-
rect, shall be distributed, by order of the court, among
all persons interested in the estate in proportion to
their interest.
Provided that neither this act, nor any existing law
shall be construed to authorize a sale or application for
a sale of any part of‘ any part of an estate, pending in
any court of probate for settlement, until after a settle-
ment of the administration account, and a. final settle-
ment of such estate, and the same is ready for distribu-
tion.

tates Teiitate, Intestatc, and insolvent.”
Be it enacted by the Senate and House qf Rejrresentatiives in
General Assembly convened :
Sue. 1. That in all cases in the settlement of the estate
of any deceased person, or an estate assigned for the
benefit of creditors, where the existing law requires, or
where the judge of probate-shall order public notice to
be given, to persons interested, by advertising in some
newspaper, such notice shall be published in some week-
ly newspape published in the some or any other county
in the State, as said court shall direct, having it circula-
tion in the probate district to which the settlement of
said estate appertains.
SEO. 2. When the personal estate of any deceased per-
son, or an assigned estate of an insolvent debtor, shall be
situated without this State, and so that the same cannot
be seen, without great trouble and expense, by the ap-
praisers thereon, it shall be lawful for thejudge of pro-
bate for the district within which said estate is pending
for settlement, to receive an inventory thereof, accom-
panied by such other evidence of its value as such judge
shall order and deem sufficient, and sworn to by the ex-
ecutor, adniinistrator, or trustee.

The Mails.
There appears to be one universal
burst of indignation going up throughout
the land, on the subject of the irregu-
larities of the Mails. \Ve might fill ev.
eiy column of our paper with the coni-
plaints that we read. The great difficul-
ty is that incompetent persons have been
too often employed as mail agents on the
railway routes--men that are ignorant of
local geography, that have not yet found
out, in their stupidity, where the post of-
fices on their more are placed. It is
even asserted in some of our exchanges
that men who can neither read not
write, have been appointed to these res-
ponsible stations. They were good dem-
ocratic partizaiis and that was enough
for ‘ Franklin I’iei'ce’s administration.—
