State may associate for the purpose of p"ocul'ing,
building and establishing a pals-onage or place of
residence for clei'g_vmen, and being so associated,
shall upon complinnceiritll the provisions of this
act. be :1 pody politic and corporate: may sue
and be sued, and do all acts necessary and prop-
er for accoznplisllillg the objects of the associa-
tion: ina_v llave :1 seal, may purchase. hold and
convc_v real and persollal estate of a value not
exceeding five lllt)USZlllLl dollars : nlay choose
such officers, and make and adopt such articles
and by-laws, as they may deem lleccs.~;ai'_v for

SEC. 1. The Treasurer oftliis State is hereby

cal-rif into effect the pi-ovisions ofthis Act, which
shall be stamped on their face with the words
" S‘ecm"ed by the pledge of Public Stoc/cs.” and
of such form as he may prescribe. Such blank
circulating notes shall be countersigned, num-
bered and registered in proper books to be pro-
vided and kept for that purpose in the office of
said Tt‘eaSl.lt‘t‘l‘, under his direction, by such per-
son as the said 'I‘rea_surcr shall appoint as Regis-
ter tur that pul'pose, so that each denomination
ofsucll circulating notes, sliall bear the uniform
signature of such Register. Andit shall be the
duty of the 'l‘reasuret' to receive and file in his
otiice mutilated circ.ulat_,ing notes issued by him,
and-to deliver in lieu t-liereot other cil'culating_
notes to the same amount, wllenever requested
so td do by the makers of said mutilated notes.

Sec. 2. Any numberof persons, not less than
twent_v-five, residents of this State, may estab-
lish offices of discount, deposite and circulation,
upon the teijins and conditions, and subject to‘
tllelizibililies prescribed in this act; but the ag-
_gregate amount of ‘the capital stock of any cor-
poration oi'ga'ilizcd under this act shall not be
less than filly thousand ‘dollars, nor more than
one million dollars: Provided that one half the.
said Capital Stock shall 'oe paid in before sllch
bank shall go into operation.- and that the‘ whole

which such associations may receive’ and apply
to their own use; but such‘ p'o'we:’s of attorney

may be revoked, u‘pon‘~such assoc'iat_ion failing’ to‘

ever, in the ophllon_ of the Treasurcr, the pifini
cipal of such stock or bonds shall become‘ an in-
