Mr Deming examined in detail the provis-
ions of.tlie bill,-rind urged its passage on the
ground of humanity and its influence in
preventing crime and reforrning the criminal.
The change in the character of'tlie popula-
ti‘:;n of the State has increased crime and de-
mands such a rrieasure. On motion-of M r.
Peck the yeas and trays were ()l‘Llel‘t’-.'(l. Mr.
Brockwrry had objections to the bill on ac-
count of its inzipplicahility to small villages
and country towns of the State. He hurl
doubts ygernrrig its prrictibility.
Mr. Peck answered those objections, and
showed that it would cost, in its outset, but

State.
