Mn. En1'ron:—The last Legislatur'e of this
State, was doubtless the wisest, most talented and
far—seeing body of men that can assemble in Con-
hecticut, and as might be supposed, enacted the
wisest and best laws. Unfortunately for the
,c'oniinon people, however, some of these wise laws
are altogether above the capacity of those for
whose special benefit they were made, to under-
stand. In the lists of a certain town not a bun-
‘ dred miles from Norwalk, is found $'-51,-/100 of New
York and New Haven Railroad stock, upon which
the Legislature has laid a State tax of 11: cents
on the dollar; in other words, they laid the tax on
the Grand list of 1840, in which list this stock
was included. The same wise Legislature, also
passed_ a law levying a tax ofoiie third of oire per
cent. upon the true market .value of the some
stock, payable to the State Treasurer on the 1st
day of September, which tax, in the language of
the act, " shall la/re the place of all! other tlmrcs
S on Railroad stock in this State from t/icymssage
of this .-Jet.” Now the tax of 15 cent on the dol-

$46 ‘20, subject to the order of the Treasurer of
the State, on the 120th day of I~‘ebruar'y next,
while the /Secretary of the Ilztilroad is required,
on 01‘ before the 1st day of Septemb_r, to pay to
said State Treasurer, on said stock, ar,‘-ax of%, four
per cent., amounting to $171 Q_uerry.-——Sup-
pose the holders of this stock demur to the pay-
ment of the tax laid on the list ot‘18<1El; will the
Treasurer of the State, in settling \vitlr the Trea-

$46 20, or shall we be driven to the expense and
trouble of petitioning the next Legislature for re-
