probable, there being no evidence that it
has yet been declared. The Senor’s proc-
lamation is dated on the 16th. and he says
that the next day (17th) the declaration of
war would be communicated to Congress.
The Bee, whose dates are to the evening
of the 19th, says that tip to thattime nei-
ther war not non-intercourse had been de-
clared, nor had the Extraordinary Council,
summoned undoubtedly with express re-
ference to the war qiies‘ion, yet assem-
bled. It is apparcnt,tlien that SenorConde,
on the 16th, could not have been an-
thorized to say that the Government had
resolved upon a declaration of war, when
on the 18th, three days after, the question
was undecided.
