PROM THE ALBANY PATRIOT.
Black Rock Harbor.——An article which or-
riginated in this neighbonrltood, and which
gave the most unfavorable representations of
the state of the works at Black Rock,lias been
copied into several respectable journals abroad
and among others the National Intclligencer.
To those in this state, who have learnt to ex-
pect,just before a session ofthe legislature, or
before an election, the iirost disasterous ac-
counts of these works, for the purpose either
of answering some local purpose, or as the
means ofassault upon the comniissiouers, rep-
iesentations of this soil are nothing unexper.:t-
ed nor any thing very material. But where
these circumstances are not known or are for
gotten,these annual statements are calculated
to convey wrong iinpression-s. The last Black
Rock Beacon states distinctly that the partic-
ular representations to which we allude, are,
with the exception of one or two imuraterial
circumstances, “ a tissue ofpitiful falsehoods.”
The same paper gives a minute accouirt of
the present condition of the harbor, and the
results of the labors and experiments in rela-
tion to it. They are declared to be highly
successful and gratifying. In making an ex-
tract from the article, we desire to be under
stood as harboring no sort ofiiividiotis partial-
ity for either Butfalo or Black Rock ; but as
wishing equal and all reasonable prosperity to

‘ It is only as a subject connected with the in-
terests of the state, and the character of pub-
Iic ofiicers, and as a part of the great work
which is the joint production of both, that we
are induced to recur to it at this time.
- “The surface ofthe water in the basin near
its lower extremity, is now four feet 9 lttclles
higher than the surface of the adjoining river,
and within 3 inches ofthe level ofthe Lake.
The harbor is about 2 1-4 miles in length,and
averages about 25 rods in breadth. For one
and afourtli mile from its lower end (which is
as far up as the pier has been gravelied on
the inside) the water, if not entirely still, has
no perceptible current—-little or no water es-
caping it except what is used for a saw mill
“ on the dam, and what passes into the canal
for the supply (which has proved to be an a-
bundant one) of the Toirawanta and Roches-
ter levels. The upper mile of the pier not
having yet been gravelled, there is a slight
‘current in that part ofthe harbor, occasioned
by the escape of water at the bottom of the
pier between the lower tirnhers,and the rough
rocks upon which they rest. '_l‘his part of the
rock will be gravelled in the course of the
winter aud spring, the effect of which will be
to overcome the reuiaining three inches fall,
destroy the current, and place the whole basin
on an ex-actlevcl with Lake Erie. The gen-
eral depth of the water within the harbour is
from 12 to 15' and 1-8 feet, with thepexccption
of two places, one about a half, and the other
about three fourilisofa iirile front the rrioutlr,
where the water, in the present low state ol
the lake, is only frotir eight to nine feet deep,
varying according to the course of the winds.
'.~—'l‘hcse shoal places are occasioned by two
I1:*.l‘t‘0\v reefs,’ or swells, of the rock, which ox-
tcnd across the river from the American
shore, and could not have been avoided in
the construction ofthe pier without car-tying
it too far- out into the river. They are, liow-
evcr,.but a few rods in width, composed of
loose strata of limestone, with open scams,
’ and may be easily removed, if CIe(‘.t1|t‘.(I ueces-
sziry, so as to deepen the channel at all times,
to atleast ten feet. That part ofthe harbour
which is above the reefs, and opposite to the
state lauds-,.is very spacious and-entirely safe,
and. may be entered &z.iiav.igated at all Illllez
by ships drawing 18 feet of water. ' It would ,

public vessels. Our harbour was filled and o-
pene‘d for navigation’ precisely at the coni-

past, and yet this new and extensive work has
withstood the numerous and violent gales o!
the autiiinn,-without meeting, or giving the
slightest indication of any breach or failure.
On the contrary, the constant effect of high
water has been to ‘consolidate, tighten and
strengthen it.” '
