The‘ new disease in horses. called the Tongue
Distemper, has made its appearance among the
Horses in this town-—sever‘al‘being already se-
verely afflicted with it. It has also appeared in
Boston, and is rapidly spreading through the
country. ,
A resolution passed the house of Representa-
tives of Pennsylvania, on Tuesday last, 61 to 26,
authorizing the Governor to procure, on loan, at
an interest not exceeding six per cent. a sum not
less than one million and not exceeding three
millions of dollars, to be appropriated to the in-
ternal improvement of the state.——[1l.’.7crc. ./lclv.
\Ve understand the bill which hasbeen agita-
ted in the legislature of New-Jersey for several
days, entitled ‘ a further supplement to the act
to preserve and support the jurisdiction of the
state,’ or for establishing an equal right 10 the
navigation of the waters with the citizens of New
York, was lost in the lower house, on Thursday,
by the casting vote of the speaker.-—Ib.
The proprietors of the North river steam boats
have petitioned the legislature to repeal the law
taxing each passenger one dollar, and proposingr,
as asubstitute, to pay the state five percent On
their net income, or an annual sum of 5000 (lol-
lars during their charter. The committee to
I whom the petition was referred, have recommen-
ded a compliance with their request, and brought
in a bill accordingly.-—Ib.
The Debate on the Missouri Question yet con-
tinues, with unabated ardor, in both Houses of
Congress. Letters from VVasl1lngtoti, state that
the speech of Mr. Hem/zeril, of Pcnns}. lvania, was «
the most able that had been delivered in favor of
the restriction in the House. He was particular-
ly distinguished for sound and close r —‘asoning, as
to the constitutional powers of congress to inhib-
it slavery in Missouri as well as the territories.
Mr. Clay, of Kentucky, next took the floor, and
spoke about four hours, and was very able and el-
oquent. ‘ To\vartl.s his conclusion, (says a letter)
he made a most masterly and impressive appeal
to the feelings of the members from the east and
north. He particularly addressed the members
of the modest and unassutning state ofP'enns3.'l-
vania, and the adopted state of Frttnklin. le call-
ed her the key stone of the _/2.-cleral arc/1, and in a
most affecting manner requested the mt..‘t11l)C1‘S
from that state, to pause before they \'0t(-:(l for
the restriction, and said that he hoped the vener-
able gentlemen, who was clothed in the 0~atl) of

in our revolutionary contest. and who had now
converted that sword into a ploughshare, would

It was indeed a most eloquent speech, but it will
not have the effect intencled. All the eloquence
and all the declatnation in the country, cannot
nor will clrange the vote; there will certaily be a
majori‘ty in favor of the rcstrictiott.’
After a number of other gentlemen had spoke,

question, Mr. Foot offered an amendment to the
bill," proposing to prevent slavery in any of the
territories, without altering the condition of any

in the gale of the 11th Dec. and the brig and all
on board (eight in number) were lost.

ington, of Boston, which was lost in December

‘forms, that Mr. Sarnuel Perry of New-Lebanon,
in passing through a piece of woods, just at dark,
was attacked by 8 ouls. of the kind commonly
called hoot owls. Mr. P defended himself with
\v'a club, and was pursued through the woods to the
open land. Although the attack and defence was
Vigorous, no harm was done to either side.

mittee of ways and means. has reported a bill to
‘amend the Revolutionary Pension act, accompan-

that he has since died. -

logg, in Smithlicld, Penn. was destroyed by fire,

old. Mrs. Kellogg was hetcheling {lax with a
girl. her Sister, near the hearth, when a coal com-
municated fire to the flax, ot whiclta large quan-
tity was in the room. Not being able to extin-

blacksmith shop, about 20 rods distant, where he
and two other then were at work ; but they arri-
ved too late; the house was completely filled with
