BE it enacted by the Senate and House of
Rejzrcs-en!atz'vc-.9 in General ./Issembly.corz-
‘(.'(.’l'l€d, That the.Governor of this State for the
time being, or the person by whom .the oilice of
Governor may be administered, be, and be here-
by is authorisedand empowered to appoint a See-
retary, whose ditty it shall he to attend ‘the Gov-
ernor, or the person administering -the oflice of
Governor, during the session ofthe‘ General As-
sembly, and at all times to keep a correct Jour-
nal and record of all 1"Ixe_cotive proceedings and
decisions, and to do all other acts which shall be
duly required of him, which shall appertain to
said office ; for which services he shall be allow-
ed by the person administering the ofiice of Gov»
ernor for the time being, the sum of two dollars
per diem, duringeach Session of the General
Assembly; and a certificate from such person
directed to the Controller stating the sum due,
shall authorize the Controller to draw on the
Treasurer of this statejfor the payment thereof.
And it shall be the duty of the Secretary to de-
liver over the Executive Journal and records, and
all papers appertaining to the Executive Depart-
ment, to the successor in ollice, or the person by
whom he may be appointed as aforesaid; and-
the Executive Journal and Record, shall at all
times be subject to the inspection of a commit-
tee appointed by the General Assembly--and
copies thereof may be required by the General
