qired by law to take an oath, shall decline to take
an oathin theiusual form, by reason of scruples of
conscience,an affirmation may be administered to
such personin the form prescribed’ by an act rel-
ative to the people commonly called Qu’al«'.er"s‘.
§2. That if any person making such solemn
affirmation, shall be lawfully convicted of ‘having
wilfully, falsely, and corruptly, aflirmed any‘mat-
ter, which if the same had been declared ._under
oath, in the ustial form, would have amounted to
wilful, and corrupt perjury, such person so of-
fending, shall incur the same penalties, and for-
fr.-itures, as by the laws of the state are enacted
against willul and corrupt perjury. ’

summary statement of the permanent fundsof the

mentof all the debts due from the state.
