October Session, 1818.
An act regulating fisheries. ‘ .
S1 E it enacted by the Governor ,and Council
and House of Re/zrescntativee in -General
Court assembled, That no person _or persons
shall take or catch any shad or salmon in Con-
necticut river at any other time than ‘between the
fifteenth day of March and the twenty-fifth (lay
of June in each year, and within that period, no
person or persons shall set or draw, any net, or
seine or seines, for the purpose of taking fish in
said river, at any other time, than between the ri-
sing of the sun on Monday morning and the set-
ting of the sun on Friday evening of each week,
and every person who shall take or catch any
shad or salmon, or set or draw any net or seine in
said river, or be aiding or assisting therein, con-
trary to the true intent and meaning of this par-
agraph, shall forfcit and pay the sum of twenty
‘ dollars.
§ 2. Be it‘ further enacted, That if any person
or persons shall at any time ' set or draw any“ net
or seine for thé purpose of taking fish in said riv-
er,‘ of greater length than to‘ extend two thirds the
breadth of said river between its natural banks,
at the place where such net or seine shall be set
or drawn; or if such net or seine shall be set ‘or
drawn*on an island or pier inisaid river, if such
net or seine shall extend a greater length than
. two thirds the distance, from the shore of such
island, or from such pit-r, to the bank of said riv-
ct‘, or if any person or persons shall unite or con-
nect two or more nets or seines, and set or draw
the same, thus united or connected, in said river,
so that such nets or seines thus united or connect‘-
ed, shall extend to a greater length than as afore-
said, such person or persons shall forfeft and pay
the sum of fifty dollars.
§3. Be it further enacted, That ‘all nets, seine:
and boats, used in fishing contrary to this act on
said Connecticut river, except so much thereof as
relates to the length of scines, or that shall be
used on any other river in this state, contrary to
any statutes of this state regulating the shad-fish-
ery, when the same may be so used. except as a-
foresaid, shall be forfeited, and shall b-.-long, one
half to him or them who shall complain or inform,
and shall prosecute his or their complaint or in-
formation to effect, and the other halfto the
treasury of this state. And upon complaint or
information to any Justice of the Peace, in any
county where such nets, seines or boats may
have been so used or may be found, such justice
is hereby empowered to issue his warrant, taking
good and sufficient bond for prosecution, direct-
ed to some proper officer, or in case of necessi-
ty to some indifferent freeholtler, requiring said
oflicer or said indifferent f reeholder, to seize such
tuet, seine or boat and hold _lh_eAs.am~e,,who‘sl1all
forthwith give notice to the "ovine'r"for owners
. thereof, by reading said complaint and warrant in
in his or their hearing, or by leaving at his or
their usual place or places of abode, a true and
attested copy of the same, to appear before such
justice, and if said justice, after having heard
said complaint or information, shall be of opin-
ion, that said net, seine or boat, have been used
contrary to law, such justice shall order said ofl-i-
cer, or said indifferent freeholder, to hold such
net, seine or boat, unless the same shall be re-
plevied according to law, until finalijudgemcnt
shall be rendered on the same in the County
Court, in the county where said offence shall have
been committed, to which court said complaint
or information shall be removed by sz..ch justice ;
but if such justice after heating said complaint
or information, shall be of opinion, that said net,
seine or boat, seized as aforesaid have not been u-
sed contrary to law, then such justice shall dis-
miss such prosecution and the owner or owners
of said net, seine or boat, shall recover his or
their cost.
§4. Be it further enacted, That an Act pass-

titled ‘An Act regulating Fishct-its in Connecti-
cut Rivci’ be, and the same is hereby repealed.

An act concerning Library Companies.
BE it enacted by the (5'averm.r and Comtcil and
House of Rejzrescrztatives in General Court As-
sembled, That liberty he and hereby is granted to
any indivinuals in any town in this state to asso-
ciate for the pursose of procuring and establish-
ing a Public Library, and being so associated
shall, on complying with the provisions of this
act,be considered as a body politic and -corporate,
may choose a President andvother officers; may
enact by-laws for regulating the affairs of such
corporation, not inconsistent with the laws of this
state, and compel the due observance lherof by
suitable penalties 5 may sue and be sued, and do
all acts necessary and proper for the well order-
ing of the ‘affairs of such corporation-Provided
however, that before. any such association shall be
entitled to the privileges of this act, they shall
lodge with the secretary of this state a copy of
